Tender description

TfL is establishing two single supplier frameworks for condition inspections and surveys of its surface transport assets as outlined in II.2.4), across London for use by TfL and for use by other contracting authorities identified in this contract notice for condition inspections and surveys of their assets. Each framework will represent a different geographic area: North London (Lot 1) and South Central London (Lot 2). The intended service delivery commencement is in April 2021. Bidders should note that estimated values in this contract notice do not include works that may be instructed by private developers (see VI.3) for further information). Economic operators (EO) will be permitted to be shortlisted for and, if shortlisted, submit tenders for both lots but may only be awarded one lot. Where the winning tender in both lots is from the same EO, the award per lot will be based on the best tender award combination across both lots for TfL as set out in the procurement documents. This framework relates to the delivery of services and/or works within a core service area covering the North Area of London which approximates to the geographical boundaries of the London Boroughs of Barking and Dagenham, Barnet, Brent, Ealing, Enfield, Haringey, Harrow, Havering, Hillingdon, Hounslow, Newham, Redbridge and Waltham Forest (the Core Service Area for Lot 1). Specific TfL assets which are located within both the Core Service Area for Lot 1 and the Core Service Area for Lot 2 have been allocated to either lot 1 or lot 2 such that the lot 1 supplier may be required to deliver condition assessments on these assets within both the Core Service Area for Lot 1 and the Core Service Area for Lot 2 (further details are provided in the procurement documents). Delivery by the lot 1 supplier on behalf of a London Borough listed above may also extend into the Core Service Area for Lot 2 where the relevant asset, which is the subject of the condition assessment, is located in both the Core Service Area for Lot 1 and the Core Service Area for Lot 2 but the responsibility for maintenance of the asset resides with the relevant London Borough. Where TfL or any of the London Boroughs listed above or other contracting authorities (as referred to in section VI.3) below) which have responsibility for assets located in the Core Service Area for Lot 1, require the delivery of any services and/or works in the Core Service Area for Lot 1 and place a call-off contract for such delivery, the successful supplier for lot 1 will be required to deliver such services and/or works instructed. In certain circumstances, TfL may also instruct the successful supplier for Lot 1 to deliver services and/or works in the Core Service Area for Lot 2. Further details are set out in the draft framework agreement provided as part of the procurement documents. The framework scope for Lot 1 includes condition assessments, surveys, testing and inspections on the following Surface Transport asset types: • highway structures (including bridges, subways, retaining walls), • road tunnels (including mechanical, electrical and communication apparatus), • pumping stations (including mechanical, electrical and communication apparatus), • bus stations and garages (including structural elements and mechanical, electrical and communication apparatus), • traffic management infrastructure (including signals, controllers and fixings), • street lighting (including columns, fixings and attachments), • vehicle restraint systems, • carriageway, • footway, • bus shelters. The list above is more particularly described in the procurement documents and includes both existing assets and any new assets within the same asset type which may come into existence during the life of the framework. This framework relates to the delivery of services and/or works within a core service area covering the South and Central Areas of London which approximates to the geographical boundaries of the London Boroughs of Bexley, Bromley, Croydon, Greenwich, Kingston upon Thames, Lewisham, Merton, Richmond upon Thames, Sutton, Camden, Hackney, Hammersmith and Fulham, Islington, Kensington and Chelsea, Lambeth, Southwark, Tower Hamlets, Wandsworth, Westminster and the City of London (the Core Service Area for Lot 2). Specific TfL assets which are located within both the Core Service Area for Lot 1 and the Core Service Area for Lot 2 have been allocated to either Lot 1 or Lot 2 such that the Lot 2 supplier may be required to deliver condition assessments on these assets within both the Core Service Area for Lot 2 and the Core Service Area for Lot 1 — further details are provided in the procurement documents. Delivery by the lot 2 supplier on behalf of a London Borough listed above or the City of London may also extend into the Core Service Area for Lot 1 where the relevant asset which is the subject of the condition assessment is located in both the Core Service Area for Lot 2 and the Core Service Area for Lot 1 but the responsibility for maintenance of the asset resides with the relevant London Borough or the City of London.
