Tender description

The aim of the study is to provide a strategic overview of the employment land and property challenges and opportunities faced in the Leeds City Region. We have a joint ambition to deliver 35 700 jobs and 3 700 000 000 additional economic output by 2036 as articulated in the Strategic Economic Plan (SEP) (2016). The priority is to gain a better understanding of supply and demand issues and market intelligence. This study will allow the West Yorkshire Combined Authority to understand the potential actions required relating to land and property to support the accelerated growth of sectors with significant growth potential in the sub region and unlock additional economic benefits. The information provided is intended for use by the West Yorkshire Combined Authority and LEP in the development of the LIS and strategic economic framework and to support the inward investment function of the Combined Authority. The work will also provide contextual information for partner councils in the preparation of local plans and strategies. The output of the commission will be a finalised report provided to the Combined Authority and the LEP (the Client) and partner councils. The report received will be used to: — support and inform development of the emerging Leeds City Region Local Industrial Strategy and supporting strategic economic framework, — inform the development of future funding products, — provide contextual information for partner Councils in preparation of local plans and strategies, — inform any decision to undertake further assessment of employment land within the City Region (for example further targeted research).
