Tender description

Swansea Council is seeking to establish market options for the future disposal of residual waste. The Council intends to procure a treatment contract to start in 2022 and is seeking to understand the market for various tonnage bands and lengths of contract. The Council would like to receive a portion of recyclable tonnage from the waste so would look favourably on solutions where materials were recovered in pre-treatment and/or solutions offering recycling of IBA. We would interested in hearing from you if: — you have the ability to treat/dispose of 10 000T to 35 000T of residual waste per annum, — are able to demonstrate an auditable approved recycling rate of greater than 10 %, — are able to provide a cost effective haulage option. Swansea Council has published this Prior Information Notice (‘PIN’) to seek to establish market options for the future disposal of residual waste. The Council generates circa 35 000 T of residual waste per year and has existing disposal arrangements in place until 2022. The Council intends to procure a treatment contract to start in 2022 and is seeking to understand the market for various tonnage bands and lengths of contract. The Council would like to receive a portion of recyclable tonnage from the waste so would look favourably on solutions where materials were recovered in pre-treatment and/or solutions offering recycling of IBA. We would interested in hearing from you if: — you have the ability to treat/dispose of 10 000 T to 35 000 T of residual waste per annum, — are able to demonstrate an auditable approved recycling rate of greater than 10 %, — are able to provide a cost effective haulage option. At this stage, the Council is seeking to determine the most appropriate approach to any future procurement exercise and therefore seeks the views of interested parties to help inform the process. To this end, interested parties are invited to initially submit a response to Matthew Perkins, at matthew.perkins@swansea.gov.uk no later than 21.2.2020. Please provide: 1) Name of your organisation and brief description of its background and experience; 2) Would you be interested in tendering for the services described above ? If so: (a) where is your proposed treatment facility and are there any applicable restrictions on the waste it is able to accept ? (b) would you be able to treat any/all of the following bands of tonnages: 0-10 000 T per year; 10 000-20 000 T per year; 20 000-30 000 T per year; 30 000-35 000 T per year ? (c) would you enter into a contract for 2-5 years, if so, at approximately what cost per tonne for treatment ? (d) would you enter into a contract for 5-10 years, if so, at approximately what cost per tonne for treatment ? (e) would you enter into a contract for 10-20 years, if so, at approximately what cost per tonne for treatment ? (f) what would be the approximate current haulage cost per tonne to your treatment facility ? 3) Any other comments/suggestions.
