Tender description

City of Wolverhampton Council (the Council) is seeking to appoint a Provider, to deliver efficient, competent high-quality enforcement services. The successful Provider will deliver enforcement of; • Penalty Charge Notices, typically for Parking, CCTV vehicle related contraventions and Bus Lane Enforcement. • Provide community support with advice and assistance such as time, directions, location of car parks and parking charges and general assistance upon request. Provide “city intelligence” to the Council highlighting potential areas of concern. This will be a five (5) year contract with extension option available of two periods of 12 months for a total of two (2) years. The extension option will be reviewed by the Council and the Provider at the end of year four (4) of the contract. The Councils Service Lead - Parking Services & Enforcement is appointed to manage all aspects of the contract for the whole of the contract term. The Provider will appoint a dedicated Contract Manager, responsible to the Councils Service Lead - Parking Services & Enforcement, for the whole of the contract term. The Council has a statutory duty to enforce on and off-street parking regulations in the city, under the Traffic Management Act 2004, and enforce Bus Lane contraventions under the Transport Act 2000. The Council issues approximately 25,000 Penalty Charge Notices (PCN’s) each year, for on and off-street parking contraventions. In addition, the Council undertakes Bus Lane and Gate enforcement issuing approximately 45,000 PCN’s each year. Should future legislation come into force, the intention is for the Council to implement additional enforcement services through the life of this contract and the successful Provider must be able to implement these. In tendering for this contract, the Provider will need to adopt a philosophy of urban stewardship by taking a joined-up approach to the provision of enforcement duties and ambassadorship. Most importantly the Provider must work with the Council to adopt a strategy that changes the balance of responsibility by early intervention and community engagement whilst ensuring compliance. The submitted tender needs to reflect the needs highlighted above and enforcement employees should be capable of dealing with multiple issues, (i.e. trained to issue civil PCNs and diligent and vigilant monitoring of CCTV footage) including any potential ‘follow on’ procedures. All employees should be trained to engage with the public in a positive manner and to promote the city and provide help were possible The Council requires a service which demonstrates a high degree of ability to operate in the event of failures in aspects of the overall provision. The Provider will demonstrate this in their overall submission The provider will also be expected to work with other Council services upon request should the need arise.
