Lincolnshire County Council (LCC) would like to set up projects in 4 Lincolnshire locations (Lincoln, Spalding, Gainsborough and Louth). The focus is to provide rides on specialist trishaws to elderly residents of care homes. LCC would expect interested parties to come from not for profit organisations, charities and community groups which support older people in their communities. LCC will fund the project for 12 months. During this period the provider(s) will be responsible for project delivery and fundraising to ensure continuation of the service once LCC funding ends. LCC have issued this PIN to: 1) Receive feedback on project delivery 2) Provide opportunity to support the development of the service specification 3) Receive guidance on how the project can be delivered safely and effectively 4) Gain market feedback on the funding and equipment provision levels For any enquiries and access to draft documents please contact mark.fowell@lincolnshire.gov.uk Lincolnshire County Council (LCC) has a maximum budget of 60 000 GBP to deliver the Cycling Without Age project for 1 year in the 4 delivery areas. The budget can be split between the purchase of the bikes and the delivery and administration of the project: Purchase of bikes: LCC can purchase 4 bikes to enable the projects to be delivered, at a cost of between 4 200 GBP and 6 000 GBP per bike. If the provider would like to purchase the bike themselves, they could do so. Delivery and administration: the remainder of the funding will be split equally between the 4 delivery areas. This funding, expected to be around 9 000 GBP to 10 000 GBP, (if LCC purchase the bike) must be used to: — deliver the Cycling Without Age project throughout the designated area. This includes researching and designing ride routes from and returning to the service users' accommodation. This route needs to be safe, suitable and with the potential for a short stop at a place of interest should service users require this, — promote the project with all care homes throughout the designated area. This includes ensuring contact is made with all care homes, visiting care homes with the trishaw and demonstrating how the bike works and how passengers are carried and designing and distributing promotional material to care homes, — set up and maintain a process for service users to request and engage with the project. This includes setting up and maintaining a suitable process for requesting service delivery and ensuring a feedback option is available, — recruit, train and oversee volunteers to deliver the project. This includes ensuring sufficient manpower is available to deliver the project, at the times it is required and provide the administrative function of the service, — identify and create fundraising opportunities and bid for grants to enable the scheme to be sustainable, independent from LCC, after the first year of delivery, — ensure all insurance and legalities are appropriately addressed. For avoidance of doubt: — providers can raise funds for the Cycling Without Age project during the first year of service delivery, when it is funded through LCC to ensure future delivery, to increase service provision, or for any other reason (as long as it relates to the CWA project and is agreed with LCC), — all income must be accurately and openly recorded in line with legislative and best practice, — all income raised in the name of the project must be used for the benefit of the project. Draft plan for delivery: This is, obviously, a provider responsibility. But to assist potential providers understanding of how the project could be delivered the following ideas could be incorporated: Service users: — all service users engaging with the project must be able to get on and off the trishaw with minimal assistance. If greater assistance is required, this must be provided by the care home, — all service users must be capable of giving themselves any required medication during the ride, — care homes must ensure that any service user requesting to engage with the service has the capacity to consent to engage, — care homes must confirm the continence of the service user. Times of service delivery: — care homes tend to have food at earlier times. Lunch can be between 11.30 and 12.30 and tea between 4.30 and 5.30. This could give a much reduced window of opportunity to deliver the project. Servicing and maintenance: — the provider will be responsible for the servicing and maintenance of the trishaw. This will also be the case if the trishaw is purchased by LCC. After 1 year the trishaw will be gifted to organisations, with conditions that service delivery continues.
