Tender description
Wiltshire Council is seeking to create an alliance of home care providers to provide help to live at home services in Wiltshire. The help to live at home alliance will be created by establishing a Pseudo Dynamic Purchasing System (DPS) to procure these services which fall within the light-touch regime (LTR — PCR 2015 Regulations 74-77). The Pseudo DPS will in many respects look and feel like a DPS set up under PCR 2015 Regulation 34, but the flexibility of the LTR will apply. None of the formal procedural rules have any direct application including the requirements of Regulation 34. Wiltshire Council makes this distinction to avoid implying that it will follow, or be bound by, the full procurement regime under PCR 2015 for this procurement. The Council and Wiltshire CCG wish to use the help to live at home alliance to purchase help to live at home services and on successful application providers will be awarded a contract to deliver such services. Wiltshire Council is seeking to commission accommodation-based housing related support for high risk offenders. The successful tenderer must have access to appropriate accommodation and housing management services from which to support offenders, the majority of whom will be referred from statutory offender management services. The support service should adopt a person-centred approach to enable customers to develop greater independence, access specialist services, overcome barriers to independent living and move on successfully. The Council is looking to award contracts for a 3-year period, with a potential extension of 1 further year to allow provision to be reviewed.
