Tender description

RE-Invent is a 19 550 000 GBP 5-year programme that aims to enhance Kenyan capacity and capability to address inter-communal conflict, weak community-police relations, violence against women and girls (VAWG), violent extremism and election related violence. It will support the continued advancement of police reforms to improve the management, oversight and accountability of the police force. There is the possibility of a 2-year extension of up to 10 000 000 GBP. DFID Kenya is seeking a service provider (SP) to provide technical advisory support and programme management services including financial management and administration, due diligence and management of downstream partners. The SP will deliver the programme against an approved logframe with milestones laid out for the year against each output indicator. The SP will also be responsible for timely collection of data against the established baseline and timely reporting. They will ensure tight control over a multi-pronged, complex programme. The supplier will have responsibility for ensuring adaptation of approach in order to maximise results and VFM. At least 40 % of the overall programme budget will be ring-fenced for grants to downstream partners in order to implement the scope of work and expand the programme’s reach and local ownership. Partners will be selected by the service provider with approval from the DFID Senior Responsible Officer.
