Tender description

The Department for International Development (DFID) is seeking a service provider (SP) to deliver sexual and reproductive health services in Zimbabwe. The Supporting a Resilient Health System in Zimbabwe (SRHS) programme was approved in May 2017 and will run until May 2022. It is anticipated that the SP will provide services from the time the contract is approved until May 2022. The scope includes working with the private sector to scale up access to, and use of, quality modern family planning using a combination of social franchising and social marketing approaches, specifically targeting underserved groups. The UK Government, as a signatory to the global Family Planning 2020 agreement, is committed to supporting the provision of family planning services to an additional 24 000 000 girls and women world-wide by 2020. ‘Supporting a Resilient Health System in Zimbabwe’ (SRHS) is a 5 year, 69 200 000 GBP programme which runs from May 2017 to May 2022. The aim of the programme is to support a resilient health system in Zimbabwe that is equipped to deliver quality sexual, reproductive, maternal, newborn, child and adolescent health and nutrition services. There are four main components to the programme: (i) 56 600 000 GBP to support health systems strengthening and improved health outcomes delivered in the public sector through the multi-donor Health Development Fund managed by UNICEF which began implementation in May 2017; (ii) 1 700 000 GBP to support Zimbabwe’s capacity to prevent, detect and respond to disease outbreaks and epidemics delivered through the World Health Organisation which began implementation in November 2017; (iii) 1 200 000 GBP supports the planning, technical assistance, monitoring and value added services component which began implementation in May 2018; (iv) up to 9 700 000 GBP (including VAT) to deliver family planning services in the private sector. DFID Zimbabwe is seeking a service provider to manage and implement the fourth component of the programme. The service provider would be expected to design, manage and implement the 9 700 000 GBP private sector (for profit and not for profit) family planning component of the SRHS programme. The contract duration would be for up to 3 years, with possibility of a two year extension with a budget of 6 600 000 GBP subject to satisfactory performance and an ongoing need for the services. To programme will expand the provision of high quality family planning information and services through the private sector in Zimbabwe. Specific care will be taken to improve the reach to and access for women and young people (male and female) under the age of 20 years and the poorest income quintiles living in underserved areas, and to promote inclusion of people with disabilities. The scope includes working with the private sector to scale up access to, and use of, quality modern family planning using a combination of social franchising and social marketing approaches, specifically targeting the underserved groups highlighted above. To achieve the desired outcomes, the service provider will address both the supply and demand side of family planning services. The programme has a strong focus on ‘leaving no-one behind’ and includes the provision of services for adolescent and young people and those living with disabilities. The service provider will need to plan and work in collaboration with the public sector and other development partners (e.g. UNFPA, USAID, Global Funds and other NGOs) to avoid duplication, improve efficiencies, and increase access to quality family planning and sexual and reproductive health services.
