Tender description

The Regional Partnership Board is looking for an organisation, or consortium of organisations to evaluate, provide expert support and a ‘critical friend’ role to 3 x projects within the North Wales Transformation Programme. The 3 x projects are split in to the following ‘Lots’ for the purpose of this tendering exercise: Community service transformation (Lot 1); Integrated early intervention and intensive support for children and young people (Lot 2); Working together for Mental Health (Lot 3). The North Wales Transformation Programme will deliver on a number of key strategies and it is essential to the success of these projects that the Regional Partnership Board and project managers have access to critical information that supports the effective development of the overall programme. The evaluation must include those with lived experience of the services within the scope of the programme in designing, carrying out and taking part in the development and the deployment of the evaluation. We’re looking for organisations or consortium with experience of carrying out evaluations using qualitative and quantitative research methods. They should have successfully involved people (both children and young people and adults) in evaluating projects and be able to draw on professional experience of designing and managing successful services to provide expert support and a ‘critical friend’ role in the implementation of the transformation project. This is an exciting opportunity to be a part of transforming services across North Wales. Organisations/consortia may submit a proposal for undertaking 1 evaluation (i.e. 1 x Lot only), or for undertaking 2 evaluations (i.e. 2 x Lots), or for undertaking all 3 evaluations (i.e. 3 x Lots). The requirements for the evaluation of each programme (Lot) is the Welsh Government ‘A Healthier Wales: Our plan for Health and Social Care’ — framework for the transformation fund evaluation document will be included in the tender documents The North Wales Transformation Programme will deliver on a number of key strategies and it is essential to the success of these projects that the Regional Partnership Board and project managers have access to critical information that supports the effective development of the overall programme.
