Design, Surveying, Quality Assurance, PSDP and Tendering Services for Specified Engineering Works of Landfill Capping and All Associated Works at Youghal Landfill, Cork

Tender description

Cork County Council is seeking tenders for the appointment of Civil and Environmental Consultancy services at Youghal Landfill, County Cork. The site occupies an area of approximately 15 hectares and is located in the townland of Youghal Mudlands, 1.8km north of Youghal town and lies adjacent to the River Blackwater estuary. The landfill facility has been in operation since 1972. The Environmental Protection Agency (EPA) granted Cork County Council with a review of the waste management licence on January 18th 2005 (Waste Licence No. W0068-02). This review proposed to increase the waste intake tonnage from 37,000 to 170,000 tonnes per annum and to increase the final profile level from 11m to 15m OD. The facility has been operating under the reviewed licence since that date. A further review was granted in March 2010, Waste Licence W0068-03, to comply with changes in legislation regarding the treatment of waste prior to disposal It is the intention of Cork County Council to now proceed with the design of the final capping works in compliance with Condition 3 of the Waste Licence W0068-03. The works will consist of an engineered capping layer, associated surface water drainage works and landfill gas infrastructure. Cork County Council requires a Civil & Environmental Consultants to prepare contract documents for the capping works. The scope of the works is to include the procurement of civil works contractors and the completion and submission of the SEW in accordance with the requirements of Waste Licence W0068-03 to the EPA for the Capping process. The scope is to include the requirements of acting as PSDP, completing of the Safety Plan and completion of a construction quality assurance validation in accordance with the requirements of Clause 3.3.3 of Waste Licence W0068-03.
