Tender description

HS2 Ltd is intending to procure a contract for the provision of secretariat support services for its Independent Design Panel (IDP). The purpose of this Periodic Indicative Notice ('PIN') is to provide the market advanced notice of HS2 Ltd's proposed procurement and contracting approach for the services, and to invite potential suppliers to participate in market engagement with HS2 Ltd in order to inform the development and finalisation of the proposed approach. Further information on the intended approach and how potential suppliers can participate in HS2 Ltd’s market engagement exercise are set out in II.2.14) and VI.3) Additional information sections below. HS2 Ltd anticipates publishing a contract notice in March 2020 to commence the procurement of the contract, subject to the statements/conditions contained in VI.3) Additional information. The HS2 Design Vision will help to drive design excellence in every aspect of the HS2 Programme to achieve social, economic and environmental potential. The design vision will underpin all aspects of the programme's design. The purpose of the HS2 Independent Design Panel (IDP) is to support HS2 Ltd in ensuring that the aspirations set out in the HS2 Design Vision are achieved. The IDP must be, and be perceived to be, fully independent if it is to be seen as credible by HS2 Ltd stakeholders and communities and trusted to act in the public interest. Although the panel is funded by and works closely with HS2 Ltd, it is independent. It has its own terms of reference and a governance structure that supports its independence and establishes its accountability. The purpose of the secretariat is to provide support to the IDP to enable it to undertake its role effectively. The secretariat will be responsible for providing support services to enable successful and effective: — resource management — appointment and management of IDP members, including administering their payment, — implementation — planning, coordination, arranging logistics, chairing and recording of IDP meetings and the management of recommendations, — additional support – providing subject matter expertise, supporting and illustrating the benefits of HS2 design across the programme, and — secretarial support — provision of effective secretariat support to the IDP, with additional support to the IDP Chair. Full details on the scope of requirements relating to the contract are under development and will be identified in the relevant contract notice and related procurement documentation.
