Tender description

The Fleet Operator Recognition Scheme (FORS) is run by Transport for London (TfL) by its appointed concessionaire in accordance with the Mayor's Transport Strategy. The main FORS Administration concessionaire (currently AECOM Ltd) contract runs until 9.1.2022. During 2020, TfL wishes to separate out the governance and standards administration responsibilities to a new entity that will be de-linked from the main FORS Administration contract concessionaire. The services to be provided for governance and standards comprise of leading and project managing the change, managing and administering of meetings and the administration of governance and the FORS standards. FORS has continued to grow successfully since the appointment of the concessionaire and today with several thousand accredited operators, consisting of over 110 000 vehicles. There are now accredited operators across 17 countries and FORS is seen as international best practice. Please note that any of the services listed as below are subject to change/amendment by TfL at any time prior to if/when TfL proceeds with a procurement and TfL reserves the right to withdraw its intention to carry out this procurement or complete the procurement at any time. The services to be provided by the entity would comprise of managing meetings and administration of membership and groups such as: — Governance and Standards Advisory Group (GSAG), Executive Group and Working Groups, — Appeals Boards, — Promote FORS through presentations at conferences, events, media and PR opportunities, — updating the FORS concessionaire, — setting up training approval criteria, approving training courses and licensing training. This involves setting up, controlling and managing: — membership and chairpersons of working groups using an effective rotation process, — the appointment of independent industry-respected chairperson(s) for GSAG, — voting rights and processes at decision points, — conflicts of interest that may arise, — a certification body process for appointing auditing bodies, — publication of tri-annual newsletters, — single point of liaison with TfL and the concessionaire as required, — recording of decisions on policy made by TfL and other parties, — monthly and quarterly conference calls and meetings with the FORS concessionaire. Also administration of FORS standards involving: — liaison with TfL at quarterly meetings and carrying out all administration required; — updating FORS standard every 2 years.
