Tender description

The contract is for the provision of nursery and playscheme services for the children of employees based at the Office for National Statistics Newport site. Following a review of the number of places available it is the intention of ONS to relocate the Nursery and playscheme to larger accommodation enabling the provision of up to 150 places. ONS does not pay any monies to the supplier and the financial relationship is the agreed rates paid by parents of children attending the nursery and playscheme. The ONS has its own Nursery building situated on-site at Government Buildings, Cardiff Road, Newport, South Wales, NP10 8XG. The Nursery facility has a maximum capacity for 35 children. The ONS wished to appoint a service provider to provide a high-quality nursery service for pre-school children. It was proposed that the nursery would be open from 7.30 a.m.-6 p.m. The supplier is responsible for ensuring that the nursery complies, at all times, with at least the National Minimum Standards for regulated childcare for children up to the age of 12 years and all associated legislation and regulations, issued by Welsh Government. The playscheme is a subsidised, ‘closed access’, holiday playscheme for children of staff based at the ONS Newport site. The holiday playscheme provides places for children aged between 4 and 12 years old and operates between 8.30 a.m. and 5.30 p.m. Monday to Friday. The playscheme is situated in a location convenient to the ONS Newport site and the supplier is required to provide transport to and from the operating address. Playscheme dates match those of school holiday periods relevant to schools in Cardiff and Newport. The supplier is responsible for ensuring that the playscheme complies, at all times, with at least the National Minimum Standards for regulated childcare for children up to the age of 12 years and all associated legislation and regulations, issued by Welsh Government.
