‘Pre-Market Engagement Exercise’ RI 2669673 – Department/Branch – Project title Digital Shared Services Division (DSS) within the Department of Finance (DoF) in Northern Ireland, through the Digital NI (DNI) Enabling Programme, is seeking to put in place delivery arrangements to provide continuity of government contact centre services to meet the growing demand of the public sector once the current NI Direct contract ends in October 2022 As part of the DNI Enabling Programme, DSS is in the process of developing options for the future delivery of Contact Centre services for the Northern Ireland Civil Service and wider public sector. The potential scale and scope of the contact centre service is such that it offers a significant opportunity to bidders. Prior to initiating the procurement, the authority wishes to engage the market early to establish the level of interest in participating in the procurement process. Two information sessions will be held to ensure maximum reach for potential suppliers, one in London and one in Belfast. The same information will be presented at each session therefore suppliers are recommended to only attend one session. The dates, times and location of each session are detailed below: Session 1 Date: 27.1.2020 Location: (Crown Commercial Services, 151 Buckingham Palace Rd, Victoria, London SW1W 9SZ) London, from 1 p.m. to 3.30 p.m. Session 2 Date: 29.1.2020 Location: Clare House, 303 Airport Road West, Belfast, from 10.30 a.m. to 1 p.m. The objectives of the Pre-Market Engagement Exercise are to: — gain initial supplier awareness, engagement and opinion, — obtain supplier views on key issues relating to the scope and structure of the procurement(s), — understand views on the timescale for mobilisation and deployment of the project? — provide confidence around deliverability of options, — understand the key issues that are likely to encourage, or discourage, suppliers from bidding, — ensure that the project procurement(s) and contracts are attractive to the market and encourage competition, including to potential new entrants to the market in NI, — gain insight to the market possibilities and potential innovative solutions, — understand risks and issues not previously considered, — inform the outline business case, — inform the procurement strategy, and — prevent PSNI from advertising an unachievable project at Official Journal of the European Union (OJEU) stage.
