Tender description
Norfolk County Council is seeking to tender for Waste Transfer Station services for the reception, handling and storage of local authority collected residual waste. This is in accordance with its statutory duties as the waste disposal authority for Norfolk or any such duties that may be delegated to the County Council. Onward haulage for final treatment and/or disposal has already been separately procured. The transfer stations would also be required to receive a range of other local authority collected materials including but not limited to plasterboard, tyres and waste electrical and electronic equipment and make arrangements for their treatment and disposal as appropriate. Norfolk County Council is required to arrange for the treatment or disposal of residual waste collected by the Waste Collection Authorities in Norfolk, residual waste from its network of Household Waste Recycling Centres (HWRCs) as well as waste for which the statutory responsibility for its disposal has been delegated to the County Council. The total tonnage of residual waste requiring transfer station services is estimated to be between approximately 85 000-115,00 tonnes per annum subject to the finalisation of the procurement strategy. A more detailed breakdown of these tonnages is available upon request. This procurement does not include haulage to the final treatment destination, which has already been procured separately. The services are required to receive waste predominantly from the waste collection authorities including but not limited to of Broadland District Council, Norwich City Council and South Norfolk District Council as well as residual waste received at the County Council’s Recycling Centres. Incidental amounts of waste from other waste collection authorities may also be received at the transfer stations. Services are already in place serving Great Yarmouth Borough Council, King’s Lynn and West Norfolk Borough Council and North Norfolk District Council. Also required will be the receipt, handling and storage of a range of other materials routinely collected by waste collection authorities such as the five categories of waste electrical and electronic equipment, plasterboard, tyres and gas bottles. Providers would be expected to make arrangements for the onward disposal of such items, using producer compliance schemes where appropriate.
