Tender description

This PIN is issued by Transport for London (TfL) and seeks to inform the market of a Market Sounding Questionnaire (MSQ) that has been issued by TfL. The MSQ seeks to obtain market feedback in relation to Zero Carbon Power Purchase Agreements (PPAs). Its primary focus is to better understand the market and appetite in this area, to test a number of parameters that will shape TfL’s Procurement Strategy for a first tranche of PPAs, and to understand key perceived risks and opportunities. Currently, TfL are looking for parties that may be interested in such an exercise to identify themselves and express their interest as well as to respond to the MSQ. Interested parties should subsequently express their interest in this opportunity and respond to the MSQ via TfL’s e-tendering portal at the below address, where additional information about the opportunity and response deadlines can also be found. https://procontract.due-north.com/ TfL is London’s single largest consumer of electricity and among the top users in the UK, with an aggregate electricity demand of ~1540 GWh per year across traction and non-traction power and bus demand. Demand projections see this increase to ~2400 GWh per year by 2030. Work is also underway to explore extending this approach to the wider GLA Group. The Mayor’s Transport Strategy (MTS) sets out the overarching policy roadmap for road, rail and shipping emissions in London to be zero carbon by 2050, with a specific objective of running a zero carbon railway by 2030. Shorter term ambitions (as of March 2020) are more specific, and include the following: 1) Target to tender for PPAs independently or via CCS in 2020, with potential contract delivery by the end of the 2020/21 financial year; 2) Ambition to secure up to 10 % of annual electricity consumption via one or more PPA(s); 3) Ambition to procure as much energy via additional (New to Earth assets (with planning consent)) renewable generation as practicable. TfL is currently in the process of determining the procurement strategy which will guide an initial tender exercise, and which the aforementioned MSQ concerns. This is currently expected to result in the purchase of PPAs up to a volume equalling approximately 10 % of TfL’s annual electricity consumption (c.150 GWh). TfL currently holds a view over procurement parameters required for a future procurement process, and is looking for feedback from the market, either to support or challenge these views.
