Tender description

This contract is part of the Climate Emergency Challenge to collaborate with industry partners to test a range of data analytics solutions targeting energy optimization and GHG emissions reductions in higher education buildings. Under Regulation Reg 6(1)(b)(ii) of the Procurement (Scotland) Regulations 2016, a contracting authority may award a public contract without seeking offers, where the works, supplies or services can be supplied only by a particular economic operator, where competition is absent for technical reasons, where no reasonable alternative or substitute exists, and the absence of competition is not the result of and artificial narrowing down of the parameters of the procurement. This contract is required to ensure the University Portfolio is operating safely and in full compliance to all regulatory requirements throughout the estate.
