TRANSPARENCY INFORMATION FOR THE CHILDRENS RESIDENTIAL CARE MARKET REFERENCE TO THE CONSORTIA COMMISSIONING FRAMEWORK AGREEMENT FOR CHILDREN'S RESIDENTIAL PLACEMENTS This communication is being sent to notify the market of the plan regarding the framework reopening. This notice is being sent by Southampton City Council, as lead purchaser for the framework on behalf of the consortium. The second anniversary of the framework is 1st October 2020 and the consortium has considered the planning and resources required to undertake the annual reopening. Consortium members have experienced unprecedented challenge and pressure on resources due to COVID-19 and the resources that would normally be available within the consortium for use in planning and implementing the re-opening exercise have been and continue to be diverted towards pandemic-related emergency planning and response. On this basis, the consortium has decided not to reopen the framework for the second anniversary. The third anniversary reopening will be published in approximately June/July 2021.
