Summary of the work Support the Programme Lead in delivery of the programme requirements and outcomes within a defined timeframe to support the creation of the future programme of work and definition of future HM Coastguard requirements. What Specialists Work On To assist HM Coastguard in defining their future services landscape Skills & Experience • Large scale (organisation wide) business transformation experience - devising and delivering technical strategy • Strong consultancy experience • Evidence of stakeholder management • Excellent communication skills, verbal and written • Requirements gathering and documentation skills • Experience establishing and documenting baseline, target and gap analysis • Business Case experience • Desktop research / Horizon scanning Nice to Haves • Maritime / Maritime Industry experience • Emergency service/CNI experience Work Location Southampton /Hampshire area Working Arrangments 5 Days a week (Mon – Fri), normal working hours Security Clearance BPSS Required SC desirable, will be required to undergo if not held Additional T&Cs Only fixed price proposals will be considered, any other type of pricing will be not be considered and proposals will be considered to be invalid. Is there a current incumbent? No, this is for a new requirement. 2. Please can you also elaborate more on the expected day rates available here? • Price will be evaluated by assessment of day rate (which includes all elements including expenses) and multiplied by the number of working days to provide the overall total fixed cost for the requirement • Only pricing for the combined top 3 ranked suppliers for Technical Competence and Cultural Fit will be assessed – all other suppliers will not be considered further for the procurement• For qualifying bids, pricing scores will be calculated as follows: Lowest Price divided by supplier’s bid price, multiplied by weighting 3. How should we include the "fixed price proposal" in our bid? Should we still put the day rate in as normal and then include the overall price in our responses? Yes, Price will be evaluated by assessment of day rate (which includes all elements including expenses) and multiplied by the number of working days to provide the overall total fixed cost for the requirement 4. Can you give anymore detail about the project the specialist will be working on? • Comparing UK Coastguard functions and operations and documenting findings and recommendations• Documenting and recommendations in respect to Maritime Futures that create a case for change.• Contributing to the establishment of a future vision and strategy including the development of business transformation artefacts.• Contributing to the development of a subsequent programme plan and high level requirements of any required programme of work including specifically the establishment of a future technology enabled services landscape.• Assessing and documenting the impact of government policies and legal requirements on the realisation of a Future Services Landscape. 5. What is the budget? The budget for this should not exceed £60k . Noting qualifying bids, pricing scores will be calculated as follows: Lowest Price divided by supplier’s bid price, multiplied by weighting 6. Can you confirm the panel please? The panel will consist of the following : Programme Director Programme ManagerLead Technical Authority Representative Head of Procurement 7. Please can you confirm day rate or total cost for 6 months project (130 days) Price will be evaluated by assessment of day rate (which includes all elements including expenses) and multiplied by the number of working days to provide the overall total fixed cost for the requirementBidders should base the requirement on a 6 month (120 working days) basis. 8. Will this role be outside IR35? Yes 9. Will the specialist be able to work remotely for the duration of the contract? Currently the majority of MCA staff are working remotely due to Covid-19 restrictions.However, overall the role should be seen as Southampton based with some flexible/remote working. 10. Only fixed price proposals will be considered, any other type of pricing will be not be considered and proposals will be considered to be invalid. We would charge a day rate for specialists and so we read this as you would like us to propose a fixed fee for the entire 6 months. Is this the case? Or, do you mean a fixed day rate?
