Prior Information Notice (PIN) and Market Engagement for a National Oversight Hub for the Knowledge and Understanding Framework (KUF)

Tender description

Health Education England (the Commissioner) is working in partnership with NHS England and Improvement and the Joint HM Prison and Probation Service (HMPPS) /NHS Offender Personality Disorder (OPD) Programme to commission a national hub to: oversee; develop and; quality assure the delivery of the Knowledge and Understanding Framework (KUF) training. The KUF is a national training framework designed to improve competence and confidence of all staff working with people with complex emotional needs associated with a diagnosis of 'personality disorder'. This Prior Information Notice (PIN) is to advise prospective providers of the Commissioners intention. It is our intention to hold a market engagement event on the morning of 28th July from 10am - 12pm to discuss our plans and consult with parties interested in potentially bidding to become a KUF Hub provider. The event will take the form of an on-line presentation organised through MS Teams outlining our current thinking, the procurement process we anticipate following, general discussion, and requests for information. The process will also provide an opportunity to network with others providing education and training in this field. HEE will use the opportunity to gather intelligence from providers which may influence and inform the development of the final tender. It is the intention of the commissioner that the procurement will be conducted as on OJEU Service Contract using an Open Procedure under the Public Contracts Regulations 2015. The ITT is expected to be published of mid to late August 2020. A separate advert will be released advising of this.
