Why the Work is Being Done Overseas Healthcare Services is undergoing a significant period of change, and the objective of this programme is to continue development of digital channels for our users, whilst also establishing new service offerings, in line with the Government Digital Service Standards and Technology Code of Practice. Overseas Healthcare Services is one of the NHSBSA’s strategic ambitions, and following the successful transition of the service into the NHSBSA we are focusing on post EU Exit changes whilst realising opportunities through transformation. The initial outcome of this requirement will be increasing identification of chargeable patients accessing NHS services. Problem to Be Solved The NHSBSA is looking for a delivery partner to deliver outcomes on our digital services within Overseas Healthcare Services. The first piece of work identified is to tackle problems in the current cost recovery process, including: - Uptake of process - Data accuracy - Double handling - System performance Capability released as part of this work will allow the service to embark on increasing uptake of the cost recovery process, and ultimately result in increased revenue back into NHS services. Further specific outcomes will be agreed within each statement of work with the successful supplier during the contract period. Who Are the Users As a Delivery Manager for a NHSBSA service I need to access the teams required to transform my service, so that I can deliver services based on user needs which provide the capability to realise significant benefits within the NHS. As a Overseas Visitor Manager, I need to ensure that those patients who are not exempt from charge make fair contribution for the care they receive, So that we can support a national standard of care, fairness and professionalism within the NHS. Early Market Engagement Work Already Done There are a number of in-flight Overseas Healthcare digital service developments delivered by a blended team of NHSBSA personnel and other suppliers at different stages of their lifecycle (Discovery, Alpha, Private Beta, Public Beta). For the first focus of the first piece of work, a Discovery and Alpha phase has been completed previously by a partner organisation, and this is currently being re validated by an internal design team. This work has identified the key user needs that need to be addressed and a prototype has been designed and validated with users. Existing Team Digital Delivery Team made up of NHSBSA and contracted staff. Current Phase Not applicable Work Location Bridge House 152 Pilgrim Street Newcastle upon Tyne NE1 6SN and Stella House Goldcrest Way Newcastle upon Tyne NE15 8NY Other locations as required. There will be a requirement to co-locate however in light of the Covid-19 outbreak, initial working arrangements will be remote. Working Arrangments The Supplier will work as a part of the Overseas Healthcare Services team, and they will be viewed as part of the overall NHSBSA Digital Delivery Directorate with a one team ethos. The NHSBSA follow Agile and GDS principles. It is expected that the successful supplier's people will work in this way. The supplier's resources will be expected to work onsite at Bridge House and/or Stella House and travel as required/agreed. The successful supplier must comply with relevant NHSBSA policies and standards. Security Clearance Baseline Personnel Security Standard (BPSS) Additional T&Cs For the avoidance of doubt, all intellectual property rights in any data or deliverable shall be retained by, or transferred to, the NHSBSA, as appropriate. Suppliers who are shortlisted and then wish to submit proposals must register on the NHSBSA’s e-tendering solution which can be found at https://nhsbsa.bravosolution.co.uk/web/login.html Expenses: to and from the Base Location in Newcastle are not eligible to claim. Any expenses outside of the Base Location must be agreed in advance with the NHSBSA’s Delivery Manager and shall be in accordance with the NHSBSA’s policy for Travel and Subsistence. Presentation - Dates TBC. Skills & Experience Demonstrate your experience of leading the delivery of digital outcomes based on a service of similar in size and complexity to Overseas Healthcare services (millions of transactions&users across multiple products).(4%) Experience of sucessfully designing and building services, in line with the Government Digital Service Standards, from initial discovery through alpha, beta and ultimately live, where GDS assessments have been passed.(3%) Experience of working in a Public Sector environment with an understanding of Public Sector directives, including experience of applying the Government Technology Code of Practice. (3%) Demonstrate experience of working in a blended outcome based team consisting of a mix of supplier and NHSBSA team members. (3%) Demonstrate experience of how, when delivering outcome based projects, you have supported the development of internal capability (leaving a positive legacy). (3%) The supplier must be able to provide resources to perform the following roles within a project as defined by GDS role descriptions (https://www.gov.uk/service-manual/the-team/what-each-role-does-in-service-team), including; (2%) • Business Analyst • Front End Development • Back End Development • Automation Tester • User Experience • User Research • Technical (Solution) Architecture • Dev Ops Engineer • Delivery Manager The supplier must be able to provide a development team on the start of the contract (expected to be the end August). (2%) Nice to Haves Demonstrate experience of providing additional and/or value added activities when acting in the role of a partner supplier (eg contribute to professional communities). (3%) Demonstrate experience of working with the Department of Health and Social Care or NHS services on services that have a national reach. (3%) Demonstrate knowledge of, and willingness to recommend , creative and innovative solutions. (3%) Demonstrate if you are able to provide offshoring as a way of reducing costs. (1%) No. of Suppliers to Evaluate 3 Proposal Criteria Demonstrate your approach and experience of agile delivery across Discovery, Alpha, Beta and Live, in line with Government Digital Service standards. (6%) Demonstrate how you would successfully deliver private Beta, where another supplier has delivered Discovery and Alpha stages, including identifying and managing any risks. (6%) Demonstrate your approach and methodology to ensure that resources are successfully embedded (and measured) within the NHSBSA, providing a BSA/Supplier one team ethos for delivery. (5%) Demonstrate your ability to scale resources to the demands of this project, giving an example of where this has been done successfully. (5%) How will the supplier optimise costs and deliver value for money to the NHSBSA. (4%) Demonstrate your approach to identifying and managing the the risks, with Agile methodology, on a complex project like this . (5%) Payment Approach Time and materials Assessment Method Presentation Evaluation Weighting Technical competence 60% Cultural fit 10% Price 30% Questions from Suppliers Budget range the anticipted budget for this financial year is £1.2 million (excluding vat), subsequent financial year budgets are not yet determined. this contract will include an initial sow , for delivery of the private beta, the budget for this sow will be capped at £400,000. further sows will be on a time and materials basis. the nhsbsa makes no commitment to any particular level of spend (actual spend agreed in sows) nor does it grant exclusivity to the selected supplier in respect of the services described in this opportunity. we will publish a price template for completion by shortlisted suppliers.
