Tender description

The purpose of this Prior Information Notice (PIN) is to inform the market of the Department of Employment Affairs and Social Protection (‘DEASP’) proposed upcoming procurement competition in respect of the ‘Services’ i.e. to establish a multi-supplier framework agreement for the delivery of projects and ICT supports for the Department’s Service Delivery Modernisation (SDM) programmes. The purpose of this Prior Information Notice (PIN) is to inform the market of the Department of Employment Affairs and Social Protection (‘DEASP’) proposed upcoming procurement competition in respect of the ‘Services’ i.e. to establish a multi supplier framework agreement for the delivery of Projects and ICT supports for the Department’s Service Delivery Modernisation (SDM) programmes. The ‘Services‘ comprise of: The establishment of a framework to allow the department to deliver a transformation agenda by providing: • a high quality, proactive, personalised service to customers; • delivery of services in a more efficient, flexible and integrated way; • support for new work management practices and procedures; • support to maintain and extend its implementation platforms; • delivery of eGovernment objectives. Tenderers should note that Projects and ICT supports procured under the framework will need to interact with and potentially make changes to the Department’s Business Object Model implementation (BOMi) and previous versions of BOMi, the Department’s Digital platforms — MyGovID, MyWelfare and WelfarePartners, the Department’s API, the Department’s Analytics and Business Intelligence platforms and legacy systems built on the Open VMS operating system and the Department’s Microsoft SharePoint platform. It is intended that the request for tender will be issued in late August early September of 2020. This notice is not a call for competition, no tender documents are available and no proposals are being sought at this stage. The Department expects to publish the contract notice for the aforementioned Services in August/September of 2020. The competitive process will be advertised in accordance with EU public procurement rules via the Irish Government’s procurement opportunities portal (www.etenders.gov.ie)
