Expression of Interest - Zero Carbon Roadmap Technical Guidance

The London Borough of Barking & Dagenham is seeking expressions of interest from consultants who can help prepare an independent and science-driven report which can baseline our current greenhouse gas emissions and develop a Zero Carbon Roadmap with recommended interventions, activities and associated costs to get the Council and the borough to zero carbon by 2030. The Council has already embarked upon a decade long programme of fleet electrification and asset and stock decarbonisation while planning long-term investment in low-carbon heat networks. However, it wishes to validate those work programmes and the funding required with independent and scientific justification. Consultants are expected to produce three key elements of this work: • The borough's greenhouse gas emissions baseline • Routes to decarbonisation and a model/way to track progress post-contract • A final Zero Carbon Roadmap, setting out milestones and interventions The findings are expected to be approved by Cabinet in the early part of 2021 . Interested parties will be expected to return an electronically completed response and should apply for the Expressions of Interest Pack from neil.pearce@lbbd.gov.uk. The deadline for expressions of interest is 12:00pm (noon) Friday 14th August 2020 Interested parties should allow for further questions relating to their submissions and for potential meetings to gauge further information in the week commencing 17th-21st August 2020.
