Tender description

— The City and County of Swansea has published this prior information notice (‘PIN’) to try and identify potentially interested organisations that have expertise and experience in providing, environmental enforcement services covering, but not limited to: • littering, • dog fouling, • beach bans, • fly tipping, • section 46 and section 47 issues. — The City and County of Swansea has published this prior information notice (‘PIN’) to try and identify potentially interested organisations that have expertise and experience in providing, environmental enforcement services covering, but not limited to: • littering, • dog fouling, • beach bans, • fly tipping, • section 46 and section 47 issues. At this stage, the Council is seeking to determine the most appropriate approach for the future provision of environmental enforcement services and therefore seeks the views of interested parties to help inform the process. The Council would require: — provision of services to cover 7 days a week; — provision of service to include all aspects of prosecution, case management including attendance at court; — whilst the main role is enforcement of littering in the larger urban areas, 25 % of the Officers’ time must be available to be redirected by the Council to tackle/support other enforcement issues across the authority; — enforcement Officers must be paid an hourly rate and not be financially incentivised based on the number of fixed penalty notices issued; — included litter prevention measures such as free school visits, coordination of volunteer litter picks, anti-litter messaging etc. To this end, interested parties are invited to submit a response to Keith Coxon, at Keith.coxon@swansea.gov.uk no later than 24 July 2020, providing the following information: 1) name of your organisation and brief description of its background and experience; 2) we would like to know: (a) details of financial models to guarantee zero cost and financial risk to the Council; (b) details of any sharing of surplus income with the Council to limit incentive of issuing fixed penalty notices in excess of break-even (incl. profit) numbers; (c) what litter prevention measures are offered; (d) minimum/maximum contract term required; (e) track record on similar contracts/arrangement elsewhere; (f) level of fixed penalty notice the financial model is based on; (g) any other comments/suggestions; 3) any other comments/suggestions. The Council is conscious that due to the current Covid-19 outbreak and the potential for decreasing or increasing lockdowns, the appropriateness of continuing an enforcement service may change. The Council is therefore requesting that any interested parties also submit details of how they would deal with future severe lockdowns eg temporary cessation of the enforcement contract and furloughing of staff, and confirmation that there would be no financial liability on the Council due to any such lockdown.
