Tender description

Scottish Water (SW) is seeking to engage contractors, with a preference towards geographically based regional contractors, to support the delivery of its refurbishment, responsive and operational repair requirements. This includes reactive, low value, non-complex operational and capital investment projects, on a geographical basis for 2021-2027, with extension options up to 2 years. Scottish Water (SW) is seeking to engage contractors, with a preference towards geographically based regional contractors to provide local support and resources in design, planning, management and delivery for the provision of repair and maintenance for water infrastructure in refurbishment, responsive operational repair services and non-complex capital maintenance investment portfolio on a geographical basis. Activities may include but are not limited to: installation and repairs to water network activities; excavating and repairing burst water mains and reinstatement, minor mains laying, installation of overhead emergency pipework, flood damage and property clean-ups including ironworks and reinstatement repair/replacements in geographically challenging areas where required, access path, stairs and roadway repairs, valve and PRV installations, meter (revenue and network) installation and replacement, provision of new connections and replacement of lead supply pipes. The services vary in nature from reactive work based on customer or operational needs through to planned programmes of works for capital works. Services will require to be provided during normal working hours as well as out of hours and including weekends. To aid efficient resource management by our strategic contractor partners, an appropriate level of lower value civils/infrastructure projects on water infrastructure will be routed through the partners for delivery. The Construction, Design and Management (CDM) 2015 Regulations will apply to some of these works and successful geographically based regional contractors will be expected to discharge their duties in-line with this where applicable. SW and our strategic partners will work with bidders who are interested in achieving contractor (C), principal contractor (PC) and/or principal designer (PD) status for applicable projects. Geographically based regional contractors will work closely with Scottish Water resources in ensuring the delivery of a consistently excellent customer experience. Contractors applying for PD status providing in-house or subcontract design capabilities will be explored. Design resources whether in-house or subcontracted, will be required to be identified and audited by SW. Contractors applying for PD status may also engage SW’s design consultancy framework partner(s). SW reserves the right to instruct successful framework contractors to engage design to SW’s design consultancy framework partner(s). The estimated total value for lot 1 for 2021-2027 plus 2 years extension is in the region of between GBP 120 000 000-GBP 152 400 000 excluding VAT. For the initial 6-year period the estimated guidance range is GBP 90 000 000 to GBP 114 300 000 excluding VAT. Value ranges are based on FY18/19 prices and as such, these values will be subject to indexation over the duration of the agreement. For clarity, Scottish Water will award frameworks on an initial 6 year period with a 2-year extension option at the sole discretion of Scottish Water. Activities may include but are not limited to waste water network activities, excavating and repairing collapsed sewers and reinstatement, minor sewer replacements (up to 100 mtrs), installation of overland sewer pumping emergency pipework, external sewer flooding clean-ups and property clean-ups, including ironworks and reinstatement repair/replacements in geographically challenging areas where required, access paths, stairs and roadways. Delivering upgrades, installation and maintenance of sewer pipelines, manholes, CSO chambers, outfalls and pumping stations and related sewer infrastructure and sewer clean-up services. Activities will be primarily focused on reactive repairs to our water and wastewater mechanical and electrical assets such as motors and gearboxes, drives, blowers and compressors, water and waste water sludge presses, actuators, valves, electrical distribution equipment, archimedes screw pumps and screens, to ensure that the necessary high standard of customer service can be maintained at all times. This will involve support during normal working hours as well as out of hours and including weekends. Non-infrastructure activities will include new assets, renewals, modification, maintenance and refurbishment of extensions to water networks, sewerage networks including UIDs and sewer rehabilitation works and pumping stations (infrastructure). To aid efficient resource management by our geographically based regional contractors, an appropriate level of lower value mechanical and electrical projects on non-infrastructure will be routed through the partners for delivery. The Construction, Design and Management (CDM) 2015 Regulations will apply to some of these works and successful geographically based regional contractors will be expected to discharge their duties in-line with this where applicable. SW will work with bidders who are interested in achieving contractor (C), principal contractor (PC) and/or principal designer (PD) status for applicable projects. Geographically based regional contractors will work closely with Scottish Water resources in ensuring the delivery of a consistently excellent customer experience. The estimated total value for lot 3 for 2021-2029 is in the region of between GBP 176 000 000-GBP 223 520 000 excluding VAT. For the initial 6-year period the estimated guidance range is GBP 132 000 000 to GBP 167 640 000 excluding VAT. Value ranges are based on FY18/19 prices and as such, these values will be subject to indexation over the duration of the agreement.
