Provision of expert consultancy support from a single provider for Coastal Protection and Flood Risk Management support

Tender description

Southend Borough Council wishes to appoint a consultant to provide expert support in discharging its duties under the Flood Risk Regulations 2009 (FRR) and the Flood and Water Management Act 2010 (FWMA) and other activities in Local Flood Risk Management. Additionally, Southend Borough Council wishes the appointed consultant to provide expert support is discharging its duties under the Coastal Protection Act 1976 (CPA) and the implementation of the Southend Shoreline Strategy 2019. Background and Overview The Council is a Unitary Authority and as such is a Lead Local Flood Authority (LLFA) under FWMA. The Borough has suffered occasional historic flooding from intense rainfall, including the unprecedented event in August 2013 which saw over 300 private and commercial prosperities flooded. This event led to the production and publication of four Flood Incident Reports under the FWMA.
