Tender description

Defra currently has a contingency framework in place to provide expert services in the event of a chemical, biological, radiological or nuclear contamination (CBRN) incident, when external contractor support is required to supplement internal resource capability. The Environment Agency has a similar provision for managing hazardous materials (Hazmat) to support their incident response and regulatory activities. Planning has started to consider how best to replace these frameworks when they expire in October 2021. The authority wishes to undertake a market engagement exercise to better understand the market for these services and what capacity/capability the market can offer. A market questionnaire has been developed to assist Defra in developing the scope and format of future service requirements to develop a procurement strategy. Interested suppliers are invited to download the questionnaire from https://defra.bravosolution.co.uk/ for completion by the stated deadline. In the event of a CBRN or Hazmat incident the services of a competent specialist contractor(s) may be required. The services required are anticipated to include, but are not limited to, the supply and implementation of decontamination services, including expert advice, contaminant identification, containment, analysis, removal, cleansing, transport, disposal, environmental monitoring and other related services as required. Services may be required for a range of different land, water or coastal/marine based environments. It is anticipated that a 24/7 365 emergency response capability for the geographic areas stated in II.2.3) will be required.
