Compass Application Licence Renewal 2020-2023 Northgate own the Intellectual Property Rights of Compass and as such no other supplier is accredited to provide licenses or support the application.The award of this contract in the circumstances detailed in this Paper is consistent with Regulation 6 (4) (b) of The Procurement (Scotland) Regulations 2016, which allows the contracting authority to award a contract without a competitive process for additional deliveries by the original supplier which are intended either as a partial replacement of supplies or installations or as the extension of existing supplies or installations where a change of supplier would oblige the Authority to acquire supplies having different technical characteristics which would result in incompatibility or disproportionate technical difficulties in operation and maintenance.
