Tender description
This prior information notice serves to inform the market of Network Rail's plan to carry out civils examinations procurement for control period CP 6 and into CP 7. Network Rail is planning to go out to market for civils examinations services with three separate procurements on the rail industry supplier qualification system (RISQS). Lot 1: This prior information notice serves to inform the market of Network Rail's plan to carry out civils examinations procurement for control period CP 6 and into CP 7. Network Rail is planning to go out to market for civils examinations services with three separate procurements on the rail industry supplier qualification system (RISQS) under the following codes: C.C.3.1.2.1 Equipment support structures, C.C.3.1.2.2 Bridges, culverts and retaining walls, C.C.3.1.2.3 Tunnels, C.C.3.1.2.4 Coastal and estuary defences, C.C.3.1.2.5 Earthworks, C.C.3.2 Specialist services (Civils), C.C.3.2.7 Specialist site services (including Surveying) — intrusive, C.C.3.2.8 Specialist site services (including Surveying) — non-intrusive, C.C.3.2.14 Scour investigation, C.C.3.2.16 Site investigation. These tender exercises will be carried out by the following Network Rail Regions and at the approximate timescales detailed below: — region EoI/PQQ issue, — eastern: late June 20/early July 20, — southern and western (via Route Services C&P): mid/end August 20, — Scotland’s railway: end August 20/early September 20. Note: North West and Central are not carrying out a procurement process as they deliver these services via their inhouse delivery team. Where the supply chain are required to manage specialist access and/or peaks in workload, these shall be sourced through their own specialist contracts and/or through the Eastern frameworks. Network Rail have decided to procure the civils examinations services in this way for following reasons: — as part of the devolution of Network Rail, each region has the autonomy to make its own key strategic decisions; — as can be seen from the above timelines, the Regions are at different stages of readiness to commence their procurement, so we need to be flexible enough to enable this; — each region has its own strategy for delivery of civils examinations, which means that each tender will have its own nuances that cannot be easily included in a national procurement process. The three procurements will be co-ordinated nationally to ensure a joined-up approach as possible, through for example: • consistency of procurement documentation, where relevant; • consistency of evaluation questions where appropriate, particularly at pre-qualification stage; Internal sharing and learning across the three procurements, i.e. consistency of tender query responses across tenders where appropriate, making updates to documentation in the later procurements where tender queries have been raised in earlier procurements, etc.
