Tender description

EP UK Investments Ltd (‘EPUKI’) on behalf of EP Kilroot Ltd (together, the ‘Client’) is inviting qualification responses from economic operators for the provision of Engineering and Construction (E&C) services to support the installation of new power generation equipment to be installed in Northern Ireland at its EP Kilroot Ltd asset (the ‘Procurement’). EP Kilroot has recently been successful in the All Island Capacity Market therefore EPUKI is asking bidders under a separate tender exercise, to provide dual-fuel peaking plant based on up to 2 individual Open Cycle Gas Turbine (OCGT) units (each unit will be a minimum of 290 MW (gross)). The final technology selection will be defined and further refined during the ITN stage of this process, configured to provide flexible generation (in terms of start-up, turndown and ramping), security of supply and balancing services. In addition to meeting these requirements, the project may be configured to provide maximum electrical efficiency and availability at the lowest possible installed cost, whilst providing safe economic operability and excellent environment performance. The project will need to meet the requirements of United Kingdom, Northern Ireland, European & International Regulations, Orders, Directives, BREF and standards, and comply with local permits, licences and Grid Code. The project may be constructed at existing EPUKI brown field site(s) in Northern Ireland and integrated with existing infrastructure where sensible. It is anticipated that the gas turbine package will be procured by EPUKI, on behalf of EP Kilroot, directly from the OEM. This OEM package will comprise the gas turbine, generator and close auxiliary equipment, such as the intake filter house, fuel skids, turbine control system, etc. This will be free-issued to the successful Engineering and Construction contractor, who will be responsible for the following scope: • installing the gas-turbine package, including all civils works, under the supervision of an OEM technical field advisor (TFA). The OEM will be responsive for commissioning the gas turbine generator; • engineering of the balance of plant and procuring all BoP equipment required to ensure the OCGT project operates in accordance with the project specifications based around the selected gas turbine package without restricting any of the normal operating range for the gas turbine technology; • construction of the entire OCGT plant within an existing turbine hall building at Kilroot whilst also interfacing with fuel, water, electrical and other necessary connections as identified in the ITN. Economic operators are invited to express interest in supplying the above scope of equipment and services under a fixed-price contract. It is expected that the contract form will be FIDIC Yellow Book (amended). Further detail in relation to the client(s) requirements can be found in the market brochure appended to this SQ. The technical specifications will formally be issued to all economic operators shortlisted for the tender stage.
