Tender description
Highways England is the government company charged with operating, maintaining and improving England's motorways and major A roads. We are delivering the Lower Thames Crossing (LTC), the most ambitious roads project in the UK for more than a generation. The project will be transformational for the UK economy, while offering new connections, better journeys and fewer delays. This Prior Information Notice (PIN) is being issued ahead of the contract notice to appoint an integration partner to support Highways England with the delivery of the LTC project to give bidders advance notice of the integration partner procurement. The LTC project involves a set of contract interfaces materially higher than other Highways England projects and therefore requires a significant integration role to successfully deliver the project and to manage a diverse and complex supply chain. The integration partner will provide a broad range of project and programme management services to support the project. It will support the contract leadership teams through establishing and running the day to day management processes and provide the necessary systems requirements and interfaces. As a member of the integrated client team the integration partner will use their expertise and understanding and analysis of the data to deliver proactive risk management and provide recommendations to the senior leadership team. The integration partner will also be instrumental in delivering leadership that can embed the right behaviours across the integrated client team and the contracts, that will drive a successful project outcome. The various parts of the integration partner (including mobilisation activities) are categorised below: Systems and processes comprise of those systems and processes which may be required to be utilised or provided by the integration partner as set out in the systems and processes schedules due to be released at tender. The list of the schedules due to be provided are listed below: • general systems requirements • items to be provided by the consultant • client software • connectivity • local area network • local area network(lan) switching • wide area network • communications rooms • wi-fi network • telephony • mobile telephony • printing • email and calendaring • document management and control systems • customer relationship management system • user and system account management • systems service management (service desk) and • digital office signage solution. Core services comprise of those parts of the service which may be required to be provided continuously as set out in the core services schedules due to be released at tender. The list of schedules due to be provided are listed below: • health, safety, security and wellbeing • communications and stakeholder management • project management office including integrated project controls • legacy and benefits management • people and organisational management and • quality management. Phase specific services comprise of those parts of the service which may be required to be provided for specific phases of the project as set out in the phase specific services schedules released at tender. The list of schedules due to be provided are listed below: • design management and assurance • project integrator • consents management and discharge • land management • environmental and sustainability management • early works coordination • utilities management and third-party agreements support • contract management • construction delivery • risk and opportunity management • testing and commissioning and • handover into operation and asset management. Optional services comprise of those parts of the service which may be required if instructed in a task order as set out in the optional services schedules released at tender. The list of schedules due to be provided are listed below: • leadership secondments • occupational health facilities • Ebbsfleet office fit out • staff relocation • Ebbsfleet office facilities management and • site vehicles.
