Tender description

Supply and support of portable mobile phone signal disruption technology. The MoJ are looking to establish a single supplier framework for the supply and support of equipment, which will be used in prisons to disrupt the illicit use of mobile phones. It is anticipated that the framework will be let for a duration of 4 years in total with the option to extend for a further 2 years in annual increments. The award will be made to a single economic operator. Additional provision will be made within the framework for other contracting authorities to purchase goods and services against their own individual call off contract arrangements. The participating contracting authorities may include (but may not be limited to): Scottish Prison Service Northern Irish Prison Service Each of the above listed organisations will be responsible for their own call off agreement including contract management and account settlement. Ministry of Justice Equipment Expectations: Prospective bidders should take note that the MoJ is looking for innovative technology and traditional white noise cell jamming or detect and jam will not form part of these requirements moving forward. This exercise shall be conducted under a formal confidentiality (non-disclosure) agreement between the MoJ and potential bidder in relation to any technology discussions or suppliers equipment offerings, including at any pre-market engagement meetings. No further technical information will be communicated prior to the pre-market engagement event. Pre-market engagement: The Ministry of Justice will carry out individual pre-market engagement meetings in due course. Dates and times will be decided when the level of market capability is more defined. In the interim expressions of interest shall be recorded on file. Prospective bidders are invited to attend events either by telephone conference or secure video chat at this time.
