Tender description

Westminster City Council (WCC) is seeking to purchase a cloud-based software solution for the provision of eTendering and contract management capability on behalf of other participating Councils in London. The intention is to establish a framework agreement that will facilitate call-off of software modules as needed by participating Councils. Solution requirements shall include basic RfQ to complex, high value tendering, eAuctions, DPS set up and management, contract management (administration, contract maintenance and governance and supplier/service performance management), support transparency obligations and provide a platform for wider interaction with the market place. The solution(s) shall also be required to interface with an existing ERP system. Should WCC elect to undertake an OJEU procedure it is anticipated that it will commence in July and shall complete by the end of October to enable system implementation and go live effective from January 2021.
