Why the Work is Being Done Health and Social Care Act 2012 Health Education England’s (HEE) Knowledge for Healthcare strategy NHS Library and Knowledge Services policy; HEE’s Digital Readiness programme HEE’s library and knowledge services staff ratios policy HEE/CILIP #AMillionDecisions campaign HEE’s joint Health Literacy programme Topol Review: adoption of digital healthcare technologies Interim People Plan – supporting implementation of technological innovation, equipping staff with the necessary knowledge and skills Getting It Right First Time – ensuring clinicians have the evidence for clinical decision-making This is a scoping review to gauge interest in such a qualification to meet the needs stated in the strategy and policies above. The work needs to be completed by 15/10/2020 Problem to Be Solved Market test the potential for delivering an e-qualification in KM at scale. 1. Test the demand among potential learners in an e-qualification (and at what level of qualification?) focused on: the principles of knowledge mobilisation, distinguishing between sources of intelligence, assessing options for applying knowledge mobilisation in healthcare settings, formulating a strategic approach, using evidence to improve care, using knowledge mobilisation tools and techniques 2. Test interest and identify potential Higher Education Institution partners/providers 3. Work with Health Education England, partners and subject matter experts to identify potential challenges and solutions ref. online delivery and assessment 4. Present an options appraisal to inform a decision on whether to progress development Who Are the Users Who? The users are clinicians , senior managers and the full range of health care staff within their clinical or business or for service development leadership or research plus health informaticians, organisational development leads and commissioners. What for? Using knowledge and evidence for decision making and strategic planning to include, successfully implement change, introduce technological innovation. Why? Knowledge mobilisation is a strategic and individual responsibility in order to improve the quality of care, reduce inappropriate clinical variation, and transform services and the workforce. Early Market Engagement Work Already Done Existing Team You'll be working with Health Education England's national library and knowledge services team who are qualified information professionals. You will want to test the appetite of potential learners. You will need to identify and work with Higher Education Institutions. You will find it helpful to liaise with our blended learning nursing programme and our technology enhanced learning team. You may wish to liaise with Chartered Institute of Library and Information Professionals (CILIP) our professional body. Current Phase Discovery Work Location Remote working will be assumed, but if any face to face meetings are required they will most likely take place at Health Education England's offices in London. Working Arrangments The supplier is expected to work within the brief provided and alongside the existing Health Education England Library and Knowledge Services team. Regular progress updates will be required, but suppliers can determine their preferred methodology of discovery activities. As the work will be conducted remotely it is expected that all expenses will be met within the cost of the contract. Should face to face meetings be required reasonable travel expenses will include reimbursement of standard rail travel for up to four days on production of receipts. Security Clearance Additional T&Cs Standard contract terms and conditions will be used. All materials/outputs derived from the contract shall be the property of HEE. GDPR requirements shall be discussed and agreed with the preferred supplier at the appropriate time. The role is outside of IR35. Skills & Experience Possess demonstrable experience of conducting market testing, user research activities and outputs with a range of audiences and stakeholders. Provide evidence of capabilities to engage with potential learners and providers via quantitative and qualitative research. Possess demonstrable experience of digital online learning services Show evidence of making clear recommendations for future online learning. Possess demonstrable experience of analysing and developing actionable recommendations from market testing and user research. Possess demonstratable experience of taking proof of concept to delivery of a resource. Show experience of facilitating remote market testing sessions with potential learners and providers. Show understanding of the assessment and accreditation of online qualifications. Show experience of user research activities and outputs in line with the Government Digital Service’s Design Principles and Digital Service Standard. Demonstrate experience of presenting user-friendly research to different audiences, including those with low technical expertise. Nice to Haves Demonstrate experience of working with the NHS. Demonstrate experience of digital online learning services. Demonstrate experience of working with knowledge management functions, library and knowledge services professionals.
