Tender description
Hampshire County Council is seeking appropriately experienced suppliers to tender for the manufacture and supply of bespoke timber lock gates for the Basingstoke Canal Authority. The requirements also include the professional precision measurement of the lock chambers and gates to support the manufacture of the bespoke fitted gates. The Council is procuring a framework with a maximum of up to 3 suppliers. The framework will be for a period of 4 years starting 1 October 2020 to 30 September 2024. Suppliers interested in bidding must be experienced in the manufacturing of timber lock gates or in oak joinery projects of a similar scale and complexity. The Council is intending to award a Framework which uses a Cascade approach to award the call-off contracts under the Framework. Up to a maximum of 3 suppliers will be appointed to this framework and suppliers will be ranked based on their overall price and quality score at Stage 2 of the tender process. The supplier who achieved the highest score will be appointed in first place followed by the second and third placed suppliers respectively. The Timber Lock Gates are to be manufactured and supplied following the detailed drawings provided as appendices to the specification. All lock gates are bespoke. Each lock chamber is unique and can vary considerably and is not necessarily symmetrical, or uniform in width, height or batter. Installation will be undertaken by the Basingstoke Canal Authority’s own suitably skilled and experienced staff. Installation is therefore out of scope and not included in the requirements of this tender. Gates shall only be delivered between October and the last working day in December in each contract year. The anticipated value of the Supplies is estimated to be up to a maximum of GBP 300 000 over the four year framework duration. Details of potential future uptake are given in good faith as a guide based on past purchasing and potential anticipated activity. The value is to assist Tenderers in submitting their tenders. It should not be interpreted as an undertaking to purchase any Supplies of any particular value and do not form part of the contract. Tenderers may raise clarification queries during the tender period and these should be submitted via the In-Tend e-tendering system to be received no later than 17:00 on Friday 7 August 2020. The Tender should be submitted by 12:00 noon on Friday 21 August 2020.
