Tender description

The Council is seeking to create a dynamic purchasing system (DPS) for the delivery of post-16 education and training services. Delivery of Post-16 Education, Learning and Training programmes. Category 1: study programme (16-19 years); Category 2: traineeships (16-18 years); Category 3: traineeships (19-24 years); Category 4: Adult education budget (19 years +). Further categories may be added throughout the duration as requirements change. All Suppliers are welcome to apply to be on any additional categories as and when they become available. 3.13 They include for 16 to 19 students: • Tech level qualifications: rigorous advanced (level 3) technical qualifications, on a par with A levels, and recognised by employers. Backed by employers, they equip young people with the specialist knowledge they need for a job in occupations ranging from engineering to computing, hospitality to accountancy. • Applied general qualifications: rigorous advanced (level 3) qualifications that equip students with transferable knowledge and skills. They are for post-16 students wanting to continue their education through applied learning and fulfil entry requirements for a range of HE courses – either by meeting entry requirements in their own right or being accepted alongside and adding value to other qualifications at the same level. • Technical certificates: to provide students aged 16 to 19 with a route into a skilled trade or occupation where employers recognise entry at this level (for example, most construction trades, care work and hairdressing). They will also provide access to tech levels or an apprenticeship. The core content follow the overarching and prescribed principles of Traineeship provision to provide: • a high quality work placement lasting between 6 weeks and 5 months; • work preparation training; and • English and maths where the Trainee does not hold these qualifications at grade 9 to 4 or A*-C at GCSE level. In addition to the core offer you can also provide other learning provision, described as the ‘flexible element’. The core content follow the overarching and prescribed principles of traineeship provision to provide: • a high quality work placement lasting between 6 weeks and 5 months; • work preparation training; and • English and maths where the Trainee does not hold these qualifications at grade 9 to 4 or A*-C at GCSE level. In addition to the core offer you can also provide other learning provision, described as the ‘flexible element’. Work placements must have a minimum duration of 100 planned hours. The Adult Education Budget (AEB) combines all ESFA participation and support funding that is not ESF, Advanced Learner Loans and apprenticeships. It aims to engage adults and provide the skills and learning they need to equip them for work, an apprenticeship or other learning. It enables more flexible tailored programmes of learning to be made available, which may not require a qualification. This will help those furthest from learning or the workplace. The AEB supports the delivery of flexible and responsive provision to Learners and employers.
