Tender description

The contracting authority (TfL) seeks to award a contract for the recovery of non-UK debt. TfL operates and enforces a number of Road User Charging (RUC) and Traffic Enforcement (TE) schemes throughout Greater London. These together contribute to the realisation of the mayor's transport strategy. This contract will primarily support debt recovery arising from RUC and TE schemes (worldwide) compromising of: (a) congestion charging, (b) low emission zone (LEZ), (c) traffic enforcement, (d) ultra low emission zone (ULEZ) and ULEX Expansion in October 2021. TfL may require the supplier to provide the following additional services: translation services to other areas of TfL and collection of outstanding Debt owed to other areas of TfL. Additional services shall be provided on and subject to the terms and conditions of the contract. TfL has appointed one (1) supplier to manage and recover outstanding debt accumulated worldwide and to deter future evasion of payments within the existing or future RUC or TE schemes. The estimated contract value is a forecast of all future remittances over the total ten (10) year period of the contract (if TfL extends the contract beyond the initial term of 5 years) and consists of: (a) estimated debt recovery value (remittance to be paid to TfL) = GBP 70 000 000; and (b) estimated enforcement agency fee = GBP 30 000 000.
