Summary of the work Local Authority data collection and cleansing, business process mapping and report creation. Expected Contract Length April - October 6-7 Months Latest start date Wednesday 15 April 2020 Budget Range The budget in place for this is £150k - £180k Why the Work is Being Done The aim of the ConVEx facility is to create an open access marketplace for the safe, secure, simple and sustainable exchange of data to facilitate innovation in the development and deployment of CAVs and thereby to support cities or regions in achieving goals for safer, cleaner, more affordable and more effective mobility. It will assist the growth of CAV development in the UK by enabling cost effective access to CAV-relevant data for SMEs and smaller organisations but it will also encourage inward investment by the creation of a platform that can accelerate CAV R&D for organisations of all sizes. Furthermore, it will support strategic and regulatory decision making by local, regional and national bodies around the deployment of CAV services. The outputs of data analysis undertaken by the facility will provide evidence that will enable these organisations to understand if, where and how such services will have a positive impact for their stakeholders, maximising the return on investment of public funds. The facility will aggregate data relevant to the development and/or operation of CAVs from a diverse range of sources. These data could be already publicly available, available under licence or purchased by the facility. Problem to Be Solved Lack of Local Authority data that is a requirement of the project delivery D6.8. (Project Plan can be provided but will add no further value). Requirement of resource to visit Local Authorities and gather data, cleanse the data and provide it to TfWM in a consistent format (preferably JSON where possible). Data sets to be focussed on are: Birmingham SCOOT Birmingham RTEM Birmingham Cycle Count from CA Traffic Coventry Carparks Coventry STRATOS Coventry VMS Traffic Regulation Orders Car Parking Data Understanding of the business processes and actions taken for Local Authority staff to gather and manage that data in their roles to be understood and included in report. Understanding of the steps taken for Supplier to gather, cleanse and provide the data to be added to the report. Understanding of gaps in data, as well as business processes that could be improved to be included in the report. Data provided to TfWM as and when it is completed by supplier throughout delivery. Report creation that covers all the points above, as well as a recommendations section that could improve upon areas identified throughout the work. Who Are the Users Primarily the user will be Transport for West Midlands. As well as this the project consortium will also use the outputs of this work. When ConVex becomes a commercial entity the users will be the wider market. Existing Team The Supplier will need to work with a few groups of people within the project. They will report into the Transport Innovation Team at Transport for West Midlands, who are managing and are the lead for the ConVEx project on behalf of the whole consortium. They may need to work with other teams at TfWM, as well as consortium members / platform provider. They will have to be based with the Local Authority/s for a substantial part of the delivery, in order to gather data interview staff / understand business processes, so will be working alongside those teams. Current Phase Not started Skills & Experience • Experience and understanding in data collection and manipulation. • Experience and understanding of JSON standards. • Experience of working with Local Authority / Government teams. Work Location The work will predominantly take place in Local Authority locations. The Supplier will be expected to work with Birmingham City Council and Coventry City Council initially. Addresses for these will be shared with contacts. The supplier will spend the rest of their time in their own offices and may also be asked to visit TfWM offices to support meetings / reviews of work. Working Arrangments The supplier will be expected to work from their own offices / Local Authority offices to support delivery, unable to put time limits on this due to the requirements of the project. Supplier will be asked to manage time effectively to deliver on the project. The supplier should allow for a couple of days a month to visit the TfWM offices to report on progress. The Supplier must work in this way, due to having to get the data first-hand from the LA’s and to be based from their office for the remainder due to space at TfWM offices. Do you have an incumbent supplier that has started some / any work ? No. 2. What are the expected deliverables for this opportunity? Does supplier need to create databases or create a report summarising findings? No. 3. Can you elaborate more on the scope of work? A more detailed scope will be shared with shortlisted suppliers. 4. • Does the budget range £150k – £180k include expenses? Yes. 5. Do we need to submit a case study? Not at this stage. 6. Is the data to be delivered to be a one off cut or to be regularly delivered? If a data service is required, what is the period of time that the data service must continue? Data to be supplied to TfWM once collected, cleansed and normalised. Would expect drops of data, will not want it to all be delivered at the end of the project. Needs to be iteratively delivery. The data will be a snapshot for the period of time taken collecting this, so this will not be an ongoing service. The processes taken in order to collate and normalise the data will be explained though in the summary report, so that these actions can be replicated on an ongoing basis in the future. 7. Is there a data discovery/data analysis aspect of this work or is it purely to deliver the pre-identified datasets only? i.e. data analysis, data suitability and data exploitation will be performed by ConVEx partners only? Initially this is just to purely deliver the pre-identified datasets, as well as the underlying business processes to collate, clean and normalise the data. Further analysis and intelligence is due to be added via the consortium, and once integrated into the ConVEx platform. 8. What are the database technologies & reporting tools are used presently? Also, is there any existence of cloud technology? Oracle database, Access database, ArcGIS featureclasses, MapInfo GIS formats. A lot of their reporting would be using Excel I believe. FME is probably in use at BCC too to translate and process data. 9. What are the database technologies & reporting tools are used presently? Also, is there any existence of cloud technology? With regards to Cloud Technology specifically, They are likely to be using ArcGIS Enterprise technology. 10. What are the types of data sources for this system? I would expect this to be Excel, CSV Textfiles, XML and JSON 11. Would you accept applications from new suppliers as in new to Digital Marketplace but delivered similar services in other government departments through other contracts ? Yes, if they can evidence similar work as we have requested, and they have passed all DOS requirements. 12. Can a supplier use 3rd parties to offer partial services ? Potentially yes.
