Tender description

EP UK Investments Limited (‘EPUKI’) on behalf of EP Kilroot Limited (together, the ‘Client’) are inviting qualification responses from economic operators for the provision of owners engineer services for multiple projects including the construction of gas fired generating units and a gas pipeline with associated equipment to be installed in Northern Ireland at its EP Kilroot Ltd asset (the ‘Procurement’). EP Kilroot has recently been successful in the All Island Capacity Market therefore EPUKI are asking bidders to provide dual-fuel peaking plant based on up to 2 individual Open Cycle Gas Turbine (OCGT) units (each unit will be a minimum of 290MW (gross)). The economic operator will be required to offer owners engineer services to cover the build phase of two separate projects which are being constructed concurrently. The first potential requirement, Project A, consists of the construction of new gas fired generating units and associated equipment. The second potential requirement, Project B, is a new gas pipeline to support activities on site. For the purposes of this procurement, together Project A and Project B will form the Programme. Project A may install up to two OCGT units each greater than 290 MW. The final configuration of Project A and the technology selection is subject to further assessment and more details will be released during the ITN stage of this process. Project A will need to meet the requirements of United Kingdom, Northern Ireland, European and International Regulations, Orders, Directives, BREF and standards, and comply with local permits, licences and Grid Code. Project B is the construction for EP Kilroot of a new gas pipeline to support activities at its site. This work consists of approximately 2.8 km of pipework and associated Above Ground Installations (AGI) and Pressure Reducing Station (PRS). The economic operator will be required to offer owners engineer services to cover the ‘construction’ phase of the Programme. The successful economic operator for this procurement may also be involved in the final procurement phase with the potential suppliers for project(s) A and/or B. It is anticipated that the programme will commence in March 2021 with a take over date in late-2022. The successful economic operator will be required to act as the project manager for the following contract types (or similar): Project A: • gas turbine (GT) package equipment supply (together with erection supervision and commissioning services) – Bespoke Contract. • engineering and construction (installation of the GT package and balance of plant) — FIDIC Yellow Book 1999. • other contracts will be required to facilitate the completion of the overall Project, such as grid connection. Project B: • gas pipeline and AGIs/ PRS — FIDIC Yellow Book 1999. The programme will be undertaken on an operational Power Station Site.
