Tender description

1.1 What do we need? Cork City Council is seeking to appoint a suitably qualified consultancy team to undertake a Cork City Urban Density, Building Height and Tall Buildings Study to assist it in identifying those areas of the City that may be appropriate to locate higher density development and tall buildings whilst enhancing Cork’s unique sense of place, and crucially how we can ensure excellence in the design of tall buildings. There will be six work packages: • Contextual Analysis (see 2.1); • Density Strategy (see 2.2); • Building Height Strategy (see 2.3); • Tall Building Strategy (see 2.4); • Ensuring Excellence in Tall Building Design (see 2.5); and • Planning Guidance (see 2.6). 1.2 Background Cork City Council has a suite of development plan and local area plan documents that set the framework for planning and the management of development in the City. In order to ensure this framework remains up-to-date the council is reviewing its current planning policy framework to inform the Cork City Development Plan. The development plan includes strategic planning policies and development management policies for the City and will provide the basis for future local area plans that will be prepared for major development areas within the City. Cork City Council, as local planning authority, needs to ensure that its policy framework is fit-for-purpose and supports the ambition for Cork City set out in Project 2040: National Planning Framework (Government of Ireland, February 2018). Cork City Council seeks to develop and improve the City according to its core values, these being: to create a city of strong neighbourhoods and communities; to create a healthy and connected city; a city of learning; a city that is addressing the challenges and risks posed by climate change; a city that values its culture and heritage; a city that belongs to and offers equal opportunities to all of its citizens, as well as an excellent quality of life.
