Tender description
During consultation, in advance of the publication in April 2018, of the Irish Lights Safe Seas – Connected Coasts Strategy, a number of user groups raised the issue of the risks posed by the use of non-type approved navigation equipment. This concern was primarily from the leisure and fishing sectors where the statutory requirements are less than for SOLAS vessels. However, there was also a concern expressed in relation to additional non type approved navigation equipment on SOLAS vessels. This concern has implications for the safe navigation of the vessels involved, for the confidence that can be placed in these systems and for the use of Irish Lights Aids to Navigation (AtoN) which link to these Navigation Aids. As these issues are primarily focussed on electronic systems they are, unless addressed, likely to increase in the future as e-Navigation systems are further developed. The Irish Lights Mission of Safe Navigation and our Vison of developing Next Generation Maritime Services will require reliable on board systems. As we move towards delivery of these systems from 2025 onwards it is important that we have a clear picture of user readiness across all sectors and a roadmap to address any risks identified. The Commissioners of Irish Lights wish to appoint a consultant to undertake a study of this issue and make recommendations to address any identified risks.
