Summary of the work Production and maintenance of required Programme & Project documentation, risk, dependency and budget management. Tracking progress and deliverables, benefits realisation and providing updates/feedback as required. Liaising with the Delivery Manager, suppliers and business teams. Compliance with required governance whilst ensuring the programme delivers VFM and a quality output. Specialist role Portfolio manager Expected Contract Length 6 months minimum Latest start date Monday 13 July 2020 Maximum Day Rate £650 (this is inclusive of Travel Expenses) Who Speclialist Work With The Specialist will work closely with the Head of ICT (CIO), the Delivery Manager and the SRO. In addition they will work with the ICT & Project teams as necessary to ensure that reporting & governance requirements are met. What Specialists Work On The Programme Manager will support VCA in its ICT transformation: • with knowledge of managing ICT Programmes: WAN, LAN, VOIP, mobile, O365 and Win10. • experience of producing and maintaining necessary documentation • Industry knowledge and experience of dealing with technology suppliers. With best practice experience to support successful delivery of the programme, and ensure compliance with VCA governance, they will work closely with the Delivery Manager and CIO. VCA continues to expand and transform its ICT services, preparing for delivery of cloud and digital services. Security and data privacy must be embedded for all external and internal users. Skills & Experience • Evidence and experience over a period of 3 or more years of programme management and service delivery • Evidence and experience over a period of 3 or more years of knowledge of delivering ICT Programmes in Microsoft technologies environment • Evidence and experience over a period of 3 or more years of presenting work at user groups and Management Board meetings communicating technical concepts to a non-technical audience • Qualified to MSP or Prince 2 or Agile Nice to Haves • Knowledge of Government procurement frameworks including CCS , G-Cloud and Digital Marketplace • Experience over a period of 3 or more years of supporting enablement of in-house programme management capabilities, engaging with staff and creating an environment of knowledge sharing Work Location The base for the project will be VCA Headquarters: 1 The Eastgate Office Centre Eastgate Road Bristol, BS5 6XX There is scope for remote working and at the Agency's office near Nuneaton, Warwickshire. Working Arrangments The assignment will be run from the Bristol Office but work from other locations can be agreed as required. Travel may also be necessary to other VCA sites. Standard working week/hours to be managed by the Supplier as they see appropriate. We anticipate that it will take a minimum of 6 months to complete this first phase, whilst allowing for the specialist knowledge to be shared across the ICT service teams as appropriate. VCA may wish to extend the contract as the Change Programme evolves Security Clearance BPSS/Disclosure Scotland cleared Additional T&Cs We currently see this role as sitting outside of IR35, as the candidates would not hold a fixed office position and will not have direct day to day direction or supervision. Knowledge transfer is a key part of this process. • An example of working with an organisation within Government delivering transformed services as part of a wider business/ICT strategy, embracing collaborative working practices, evolutionary architecture and contributing to shared goals. There is an existing role for Delivery Manager but the incumbent is leaving at the end of June and this and a new Delivery Manager role created. 2. Please can you provide more information on what would be considered 'Industry knowledge'. Do you mean the niche field of 'Vehicle Certifications', the wider IT sector, or something between the two. The programme as described appears to be a generic IT programme. In this context we certainty mean the Wider ICT sector. There is no specific need for vehicle industry knowledge but experience of Government and any Inspectorate type function would certainly be beneficial.
