Tender description
Harrow Council submitted a successful EOI to NHSE for capital funding to develop a local site to provide 2-4 bedded accommodation for a specialist respite and outreach service. Harrow Council and CCG are collaborating to procure a specialist service to provide short stay and overnight respite with an intensive intervention behavioural service for CYP with a diagnosed learning disability, challenging behaviour and autistic spectrum disorder. Harrow Council submitted a successful EOI to NHSE for capital funding to develop a local site to provide 2-4 bedded accommodation for a specialist respite and outreach service. Harrow Council and CCG are collaborating to procure a specialist service to provide short stay and overnight respite with an intensive intervention behavioural service for CYP with a diagnosed learning disability, challenging behaviour and autistic spectrum disorder. The project is a high priority for both Harrow Council and the CCG in terms of meeting the needs of CYP with a learning disability and autistic spectrum disorders and who are within the transforming care cohort on the dynamic support register. The purpose of the service is to provide: (a) overnight respite; (b) a step down from a hospital admission, by moving hospital admission in to the children’s residential home so an intensive intervention behavioural approach can take place to either return the CYP back in to the home environment or to have time to find a suitable effective residential placement; (c) empower CYP with disability and their families to meet their needs in a manner that supports them remaining an integral part of their families and to participate in the life of their community and to be closer to home for family network and clinical oversight. The service will offer the services of a children’s home to those complex high cost cases and be an interim service that links with the local services. The respite on offer will be part of the crisis pathway and dovetail with the short break offer in Harrow through a developed stepdown pathway. The service would require close collaborative working between families, special schools, short break services, social services and health services. A local service is required which will provide both a better service to Harrow’s CYP as well as value for money.
