Tender description

The University has established a waste disposal and recycling services framework. The framework is split into the following lots: 1) general, recycling, glass, food wastes, 2) confidential waste, 3) chemical waste, 4) waste electrical and electronic equipment (WEEE), 5) construction and demolition (skips), 6) animal by products and derived products, human tissue and animal bedding — not awarded. The following contracting bodies may utilise the framework: (a) Anglia Innovation Partnership LLP, (b) John Innes Centre, (c) Earlham Institute, (d) The Sainsbury Laboratory, and (e) Norwich BioScience Institute, (f) Colney Innovations Ltd. Sub-contracting of collections will not be accepted. General waste — the waste disposed of within this category is mainly municipal waste (both household waste and that from other sources which is similar in nature and composition) and similar from commerce and industrial. Recycling waste — dry mixed recycling to include as a minimum co-mingled paper, card, plastic bottles and containers, food and drink cans/tins. Glass waste — glass bottles and jars Food waste — biodegradable kitchen and canteen waste. Food waste currently excludes catering oil and includes coffee grounds from the main catering outlets but this may change in the future. Estimated spend on this lot over the 4 year framework period is GBP 237 000 to GBP 1 182 000. The University does not bind itself in any way to this expenditure nor procuring the listed services from this framework. The framework will be for a period of three (3) years with the option to extend for a further 12 months. It is anticipated that there will be three suppliers per lot. In addition to the University of East Anglia, the Anglia Innovation Partnership and Norwich Research Park made up of the following organisations will also have the option to use the framework: Anglian Innovation Partnership LLP, John Innes Centre, Earlham Institute, The Sainsbury Laboratory, Norwich Bioscience Institute, Colney Innovations Ltd. This lot is for the destruction of confidential waste to be fully compliant with BS EN: 15713 code of practice. The customer requires on site shredding. The estimated spend on this lot over the 4 year framework period is GBP 8 000 to GBP 39 000. The University does not bind itself in any way to this expenditure nor procuring the listed services from this framework. The framework will be for a period of three (3) years with the option to extend for a further 12 months. It is anticipated that there will be three suppliers per lot. In addition to the University of East Anglia, the Anglia Innovation Partnership and Norwich Research Park made up of the following organisations will also have the option to use the framework: Anglian Innovation Partnership LLP, John Innes Centre, Earlham Institute, The Sainsbury Laboratory, Norwich Bioscience Institute, Colney Innovations Ltd. The collections under this lot are as follows: • solvents (halogenated and non-halogenated) and drums of silica waste and contaminated paper and gloves, • other chemicals, • contaminated seawater containing small amounts of mercury chloride, • paints and other hazardous waste generated by Estates maintenance teams. Estimated spend on this lot over the 4 year framework period is GBP 25 000 to GBP 123 000. The University does not bind itself in any way to this expenditure nor procuring the listed services from this framework. The framework will be for a period of three (3) years with the option to extend for a further 12 months. It is anticipated that there will be three suppliers per lot. In addition to the University of East Anglia, the Anglia Innovation Partnership and Norwich Research Park made up of the following organisations will also have the option to use the framework: Anglian Innovation Partnership LLP, John Innes Centre, Earlham Institute, The Sainsbury Laboratory, Norwich Bioscience Institute, Colney Innovations Ltd. Currently the WEEE waste consists of white goods, lab electronic equipment including -80 freezers, televisions, monitors CRT/TFT, small electrical equipment, light fittings and light tubes, microwaves, printers, lighting, batteries and telephones. This lot also includes any toner cartridges not taken under a multi-functional device contract. The majority of IT equipment (monitors, processors, laptops, mouse and keyboard) is disposed of under the customers contract for the supply of equipment. Estimated spend on this lot over the 4 year framework period is GBP 13 000 to GBP 66 000. The University does not bind itself in any way to this expenditure nor procuring the listed services from this framework. The framework will be for a period of three (3) years with the option to extend for a further 12 months. It is anticipated that there will be three suppliers per lot. In addition to the University of East Anglia, the Anglia Innovation Partnership and Norwich Research Park made up of the following organisations will also have the option to use the framework: Anglian Innovation Partnership LLP, John Innes Centre, Earlham Institute, The Sainsbury Laboratory, Norwich Bioscience Institute, Colney Innovations Ltd. This waste stream consists of materials produced from the in-house maintenance and grounds teams. It is a mixture of filters from air handling units, waste from external litter bins, waste from litter picking on site, some green waste, wood waste, old office furniture, mattresses, rubble and small amounts of gypsum waste. The majority of waste from construction and demolition projects such as new builds and refurbishments on Campus, is dealt with by the main supplier for the construction project. Estimated spend on this lot over the 4 year framework period is GBP 10 000 to GBP 50 000. The University does not bind itself in any way to this expenditure nor procuring the listed services from this framework. The framework will be for a period of three (3) years with the option to extend for a further 12 months. It is anticipated that there will be three suppliers per lot. In addition to the University of East Anglia, the Anglia Innovation Partnership and Norwich Research Park made up of the following organisations will also have the option to use the framework: Anglian Innovation Partnership LLP, John Innes Centre, Earlham Institute, The Sainsbury Laboratory, Norwich Bioscience Institute, Colney Innovations Ltd. This waste stream consists of the following: • infectious clinical waste (Human) — European Waste Catalogue (EWC) 18 01 03, • infectious clinical waste (Animal) — EWC 18 02 02, • non-infectious animal waste — EWC 18 02 03. Estimated spend on this lot over the 4 year framework period is 10 000 GBP to GBP 50 000. The University does not bind itself in any way to this expenditure nor procuring the listed services from this framework. The framework will be for a period of three (3) years with the option to extend for a further 12 months. It is anticipated that there will be three suppliers per lot.
