Tender description

Orkney Islands Council has a requirement to appoint a managing agent to deliver the home energy efficiency programme for Scotland: Area Based Scheme in Orkney. The requirement relates to the appointment of a suitably qualified managing agent to deliver the HEEPS: ABS into households in communities across Orkney. It is envisaged that the contract will comprise of the marketing and recruitment of participants, appointing suitably qualified energy surveyors, procuring, appointing and managing sub-contractors, installers and providing relevant data required to meet reporting obligations outlined by the Scottish Government HEEPS: ABS guidance. The Council is looking to bid for a minimum of GBP 1 m per-year through the Scottish Government HEEPS: ABS programme. There is also the expectation that the winning tenderer will access additional funding from external sources over the five-year period of the contract. This will primarily come from ECO and the Council will provide an ECO Flexible Eligibility Statement of Intent to support the HEEPS: ABS programme. The Council will also be looking to bid for other funds including the Warm Homes Fund and may well look to deliver any successful funding bids via the HEEPS: ABS programme. Relevant bids will be developed alongside the winning tenderer
