Highways England is the government owned company charged with operating, maintaining and improving England's motorway and all-purpose trunk road; network the ‘Network’ highways England's existing essential pavement management system (Highways Agency Pavement Management System — HAPMS) is the companys’ prime pavement asset information system, which stores Network level condition and inventory data. We carry out a number of Network wide condition surveys each year; once assured and stored are used to measure our performance against a number of indicators and supports the development of pavement renewal and maintenance programmes, ensuring the asset remains safe and serviceable for customer use. Highways England intends to procure a single contract to provide the second-generation Pavement Management System (PMS) to support the effective and efficient management of its pavement asset. Highways England operates and maintains circa 6 920 Kilometres of pavement asset, carrying 4 million vehicles every day and over 60 % of all freight. The construction of our pavement asset is predominately fully flexible although does include flexible-composite and rigid variants, valued at GBP 74 billion. The PMS will replace Highways England’s existing system; HAPMS, providing critical supporting services, significantly contributing to Highways England's business objective of 'Delivering a safe and serviceable Network' The PMS must align and enable compliance with the application and technical needs of Highways England as defined in our Enterprise Architecture Principles documentation available at www.gov.uk Highways England envisages that a single contract will be issued to procure the PMS and that the selected supplier shall be required to provide a managed service application which will include: — service, system design and implementation, — service transition, — extract, transform and load (ETL) services, — service operation, and — continual service improvement and support. The PMS shall deliver the following high-level needs to support the operation and maintenance of the Network: — ingest and/or store (i) pavement asset data including all related underlying model, referencing system(s), associated construction and forms of network and scheme level condition data as defined in the current version Asset Data Management Manual (ADMM) or other requirements as defined; (ii) possibly pavement automatic quality assurance (AQA) information from construction processes i.e texture depth and longitudinal profile variance; (iii) non-prime referential data such as accident, traffic and defect datasets to support pavement related analysis. — analyse and understand (i) enable Highways England to monitor, assure and report upon all forms of network level cyclic condition surveys; (ii) translate between referencing systems such as linear and geospatial forms to support the analysis and understanding of asset performance; (iii) possibly provide deterioration modelling enabling Highways England to strategically forecast future condition at Network and programme level; anticipating when interventions are needed for various construction types providing its customers with a safe and serviceable Network. By providing investment scenarios with application of control factors and constraints to derive future work banks to maintain varying condition outcomes at constrained and unconstrained funding levels; (iv) enable Highways England and its supply chain to visualise the pavement asset and related condition information, to aid in the understanding of asset performance to support scheme identification; (v) possibly provide whole life cost/what if scenario modelling enabling Highways England to identify potential renewal schemes to be included within the annual pavement renewals programme; (vi) using defined rates, depreciation and index values enable Highways England to value the pavement asset. — report and access (i) enable Highways England to calculate and report Key Performance Indicator (KPI) 3 ‘Keeping the Network in Good Condition’ and the planned KPI for Road Period 2 to Office of Road and Rail (ORR) and the Department for Transport (DfT); (ii) enable Highways England to self-serve its reporting needs in both predefined and user configurable forms; (iii) enable Highways England to exchange data across different information systems and services in near real-time e.g. by means of an open Application Programme Interface (API) enabling access to all pavement related asset data wherever stored. — Service duration (i) the contract period is expected to be for a duration of 7 years as follows: (ii) up to 2-year transition (HAPMS to PMS); (iii) 3-year deployment; (iv) optional 2-year extension; one plus one, subject to need and supplier performance.
