Tender description
Highways England seeks to appoint a design partner to deliver their design for the A66 Northern Trans- Pennine Scheme. The design partner is responsible for delivering their design through PCF stages 3 and 4 (preliminary design and development consent order), after which they will provide continuity to the A66 procured design and build contractors, working collaboratively with the contractors throughout the remaining stages 5 to 7 (detailed design and construction) as a technical adviser (TA), contracted to Highways England. The technical adviser will ensure a frictionless handover to the contractors. During the course of this contract, the collaborative and partnership approach will drive efficiencies and innovations, which will benefit all parties involved. During PCF Stages 3 and 4 the consultant will: • undertake all the design and assessment activities associated with PCF stages 3 and 4; • prepare information/evidence/documentation as necessary to support and inform governance and statutory process; • verify the suitability of survey data provided within the site information; • undertake further surveys, investigations and consultations as necessary; • specify, plan all the required surveys to support the preliminary design stage, support the DCO process; • be responsible for maintaining and updating a record which shows how the design has developed; • be responsible for organising, hosting, minuting monthly design reviews; • develop an appropriate design which is sufficiently developed to enable a consented DCO, whilst allows flexibility for the D&B contractors during PCF stages 5-7; • fulfil the role of the principal designer as defined in the Construction Design Management Regulations 2015 for PCF stages 3-7; • be responsible for providing the Clients corporate scope, project specific scope of works, drawings, design documentation, risk, safety, maintenance information for each of the 4 packages; • assist the service manager in the procurement of up to 4 D&B contracts during PCF Stages 5 to 7 the consultant will: • assure the work undertaken by others (D&B Contractors) and ensure that the design/structures/works are consistent across up to 4 D&B Contractor contracts; • work collaboratively with the client, D&B Contractors and others appointed by the client; • protect the technical interests of the client in relation to the appointment of others; • maintain the project objectives and be the custodian of the pre DCO design fix intent; • ensure that the D&B contractors delivers on its contractual commitments and incentive arrangements by working closely with the contractors, as included within any D&B contracts; • protect the technical interests of the client at all stages; • ensure that the transition from PCF stage 3&4 to PCF stage 5-7 is optimised by providing a frictionless handover to the D&B contractors that meets the programme requirements; • ensure any changes to the solution as it evolves from the pre DCO design fix through PCF stages 5-7, including assuring the investment baseline (measured via marginal cost benefit analysis); • provide continual improvement in the service, including in relation to value for money; • work with the D&B contractors to ensure the delivery of all contractual obligations by Others in accordance with the client’s requirements to achieve positive outcomes for all PCF stages; • undertake the role of supervisor as defined in the NEC4 ECC form of contract for the PCF stages 5-7; • be a critical friend to the contractors by reviewing and challenging the D&B contractor’s programme, providing recommendations for acceptance or rejection as appropriate; • support the client and D&B Contractors in the preparation and implementation of project control framework products for the project as a whole(PCF); • produce and maintain a risk based quality assurance plan integrated with the D&B Contractor’s quality management plan; • attend and provide support to the service manager during D&B Contractor progress, commercial meetings and negotiation; • assist the service manager in the administration of the D&B contract.
