Tender description

The Health Research Board (HRB) is a state agency that supports research and provides evidence to prevent illness, improve health and transform patient care. The HRB has 61 staff. Our annual budget is in excess of €45m and we manage a research investment portfolio of approximately €200m. The agency is funded mainly by the Department of Health, and Board members are appointed by the Minister for Health. The HRB is now seeking to obtain a licence for a bibliometric tool with the following characteristics: Platform • Cloud-based • Stable and reliable, with guaranteed recovery times should there be any disruption to service • Access and usability independent of hardware and browser • Must adhere to the GDPR principle of “Privacy by design and default” • Ideally allow for potential integration with the HRB Grant Electronic Management System (GEMS, https://grants.hrb.ie) since invitation to peer reviewers are sent out via GEMS. Drawing from suitable dataset To cover the HRB’s need for experts from a health practitioner, health researcher or social science researcher background, the selection of journals and other data sources covered is crucial. • At a minimum, the tool must include all journals indexed in PubMed • Addition of Web of Science, other citation indices, conference proceedings, datasets, books etc. would be an advantage • Access to grant records from major funders of health research globally would be an advantage • Options to include other types of sources such as clinical trials registers or policy documents would be an advantage • The tool must be integrated with ORCiD Characteristics of search functionality • Straightforward conduct of conflict of interest checks, i.e. identifying if a member of the applicant team has jointly published with the identified potential peer reviewer or been awarded grants jointly • Unique identifiers for institutions regardless of format used in a particular context • Consistently and correctly assign outputs to individual
