Service under social and specific services in accordance with Directive 2014/24/EU of the European Parliament and of the Council Article 74 under Schedule 3 — social and other specific services (health, social and related services) and is subsequently exempt from the rules on the procedures for procurement by contracting authorities with respect to public contracts and design contests. The locality-based first tier welfare rights advice service provides first tier welfare rights information, advice and guidance in each of the five Sunderland localities on welfare benefits, debt and money advice, housing rights, employment rights, the challenge of Council tax and housing benefit decisions, including up to unified appeal tribunals and general housing need advice, that supports the prevention of homelessness.
