Tender description
UK Research and Innovation works in partnership with universities, research organisations, businesses, charities, and government to create the best possible environment for research and innovation to flourish. We aim to maximise the contribution of each of our component parts, working individually and collectively. We work with our many partners to benefit everyone through knowledge, talent and ideas. Operating across the whole of the UK with a combined budget of more than GBP 7 billion, UK Research and Innovation brings together the seven research councils, Innovate UK and Research England. We are looking for an integrated enterprise solution covering risk, assurance and governance (as a desirable option) with a minimum capability to integrate risk management with other key activities; and to support compliance with the requirements of managing public money, the orange book and other government policy requirements. 2) Main objectives (Strategic) (a) the primary over-arching objective is to implement a most suitable long-term solution, through a flexible, integrated and easy-to-use system that can support the diverse risk management needs of UKRI. The solution adopted will be able to adapt to change in organisational objectives and structure. It will provide improved capability to capture, update, track and present relevant information to stakeholders, enabling effective reporting and informed decision making, at all appropriate levels; (b) to improve risk management engagement, culture and capability across UKRI; (c) to give Board, CEO and executive directors a way of understanding material risks across the organisation in a comparable way; (d) to provide risk and assurance information to support decision making and planning across the organisation; (e) to support proportionate compliance with relevant government standards e.g. the Orange Book; (f) to have an integrated enterprise solution — covering risk, assurance and governance; (g) to support the development of the UKRI risk culture and alignment with UKRI’s risk maturity; (h) the system will support the embedding of the risk management framework and the assurance framework. It will be used to manage and support the captured risk, assurance, IGRAF (integrated governance, risk and assurance framework) and audit information and hence support evidence-based decision making. 3) Budget and timeline (indicative) (a) the current indicative budget is based up to GBP 90 000 per annum licensing cost, subject to value-for-money justification; (b) the current forecast for a full tender is during Quarter-3 of 2020/21 financial year, subject to necessary approvals.
